Climate warming ranks the top often ecological problems that human beings have to face. The over-emission of carbon dioxide (CO2) and other heat-trapping gases is at the root of the greenhouse effect The United Nations Framework Convention on Climate Change is the first international convention, aiming to control the emission of CO2 and other heat-trapping gases and tackle the negative influences of global wanning onto economy and society. The enactment of the Kyoto Protocol and its coming into effect has endowed the Convention with a real target for reducing the emission of heat-trapping gases and the actual maneuverability. The Kyoto Protocol allows developed industrial countries to increase forest carbon sink through improving forest management, partly counteracting the reduced CO2 emission amount; and moreover, gives these countries the permission to develop forest carbon sink items under the guidance of the Clean Development Mechanism. Thus it can be seen that the ecological and economical benefits of forest carbon sink have more and more been recognised all around the world under the new historical circumstances. Forest carbon sink, as a new theme, has brought a series of issues which need to be studied as soon as possible.Starting with the introduction of the relationships between greenhouse effect, CO2, economic development and forest carbon sink, this paper demonstrates the resource and commodity aspects of CO2 emission space in current society. The function of forest carbon sink become the main producer of CO2 emission space; and the economical and ecological benefits of forest carbon sink have attracted great attention from all around the world. This paper systematically studies the forest carbon sink and relevant economic and commercial issues, presents the theory of CO2 emission space, conducts the research of forest carbon-fixation form and forest carbon circulation, puts forward basic thoughts and approaches for the economic evaluation of forest carbon sink, forecasts the forest carbon-sink potential combined with the strategic planning for forestry development in our country, and, on this basis, proposes countermeasures for forest carbon sink which should be adopted in the forestry sector of our country. The major creative contributions of this essay include the following aspects: (1) presenting the resource theory of CO2 emission space; (2) systematically researching forest carbon-fixation form and forest carbon-circulation, and bringing forward the extended theory of forest carbon sink; (3) discussing the way of computing forest carbon sink, proposing the computation method of extended efficiency for forest-resource accumulation to measure forest carbon sink, and conducting forecast and analysis of the forest carbon-sink potential combined with forestry strategic planning in our country; (4) advancing macro-designing to develop forest carbon-sink trade in our country; (5) putting forward some countermeasures against the new problems of forest carbon sink in our forestry sector of our country.Forest carbon sink will definitely act an important role among various forest ecologicalbenefits; meanwhile, forest carbon sink is a comprehensive issue in regard with economy, society, politics and diplomacy. In some sense, forest carbon sink will extend the development space of economy and society in a country. The trade of forest carbon sink will become an important way to realise the value compensation of forest ecological benefits and provide new channels of investment and financing for forest development.
