Mountain Forest Carbon Sink Project In Our Country Development Present Situation And Countermeasure Research

As is known to all, due to increasing emissions of greenhouse gases such as carbon dioxide, the global greenhouse effect become more seriously, as a result, the climate change has turn into the common challenges for human society. In response to the crisis, the international community applied the forest carbon sinks as an important way to mitigate climate change. Besides, the meeting of the third parties of the UN framework convention on climate change determines the clean development mechanism (CDM), and put forward to develop forest carbon sink project under this mechanism. At present, many developed nations have carried out the forest carbon sink project, this also provides a new opportunity for energy conservation and emissions reduction and the development of forestry in China. Therefore, how to develop forest carbon sink activities smoothly, to achieve emission reduction targets become as a new developing subject.This article proceed from the actual situation in our country, combed the development course and the present situation of forest carbon sinks, and based on the carried out forest carbon sequestration pilot project as the research object, focused analysis the factors restricting the development of forest carbon sequestration projects in China, and found out the deficiency in the process of devetopment of China’s forest carbon sink. Through the analysis, found that the government mainly restricting fac tors reflected in the imperfect forest carbon sinks policy system, unclear forest land property right, lack of unified planning and risk management system for project development, and the lack of service consciousness and platform structures consciousness, etc. There also exists a mass at the social level for the lack of the cognition of forest carbon sinks, inactive social participation, and project development lack of fund channels, professional talents, and third party service agency, etc.Through further exploration, according to the related restriction factors of the forest carbon sinks development in our country mountainous areas, using the forest carbon sinks and the related knowledge of public economics, and put forward suggestions for the development of forest carbon sequestration project from two aspects of the government and society. First, the government must follow the princple of coordinated development and according to the local conditions to work in the process of developing forest carbon sinks. Government should be based on the actual development needs, establish and improve the policy making and management of the the forest carbon sinks system. Accelerate the reform of forestland property rights, through establishing independent and suitable law of forestry development in China to set legal basis for the reform of forestland property rights, by making "The Forestry Property Rights Circulation Regulation" and the establishment of forestry property right transaction platform to regulate forestry property right transaction; establishing forest carbon sink project risk management system; through the optimization of investment and financing environment, brought the forest carbon sinks insurance into the agricultural insurance and set up the emergency management system, averse the natural potential risks, funding risk, market risk and policy risk of the project, improve consciousness of service and platform structures, build good technical exchange platform, information platform, and trading platform for the development of forest carbon sinks, and establish incentive mechanism, improve the our country’s forest ecological compensation mechanism, establish subsidy policy for forestry primary-level worker, set up a carbon tax system and forest carbon sinks technology innovation incentives and other measures, to improve the participation of farmers, enterprises and technical personnel enthusiasm. In addition, at the social level, through the forces of rural elite and use of resources of colleges and universities, provide a good basis and atmosphere for the development of forest carbon sequestration project.
