The implementation of "Western Development" has made remarkable achievements in the past ten years. However, the traditional resource oriented industrialization strategy and the economic growth mode based on the scale expansion tend to be hard to continue. In the next ten years, taking eastern experience for reference, how to undertake interregional industrial transfer to realize regional coordinated development, and well cope with the relations among the nature, economy and society is crucial to western sustainable development.Aimed at the above question, this paper use interregional industrial transfer as the breakthrough point and try to build a theoretical and empirical model to analyze and examine the macro effect on western sustainable development, and then combine the international experience to give the countermeasures.To begin with, through the review of the domestic and foreign related research literatures, this paper redefines the concept of "regional sustainable development", and points out that in addition to contain the meanings of resources reasonable development and ecological environment protection, it still should have new features on economic efficiency improvement and social income fairness. After that, we try to build a theory frame of the western sustainable development effect by interregional industrial transfer, and analyze the influence mechanism from three aspects, including the natural environment, economic efficiency and the social income gap.Then, with the panel data from western provinces date back to 2000 and instruments of "Environmental Kuznets Curve", "Malmquist index" and "multiple regression analysis’", we make some empirical tests for the composite effect of interregional industrial transfer on western sustainable development, based on natural resource consumption, economic efficiency and improve social income differentiation. The results showed that, on the natural level, the resources and environment pressure coming from interregional industry shift for the area is quite significant, but most provinces began to walk in the sustainable development orbit. On the economic level, the volatility of the total factor productivity proves that the west economic system to undertake industrial transfer on the progress of technology is not obvious to promote strength, but the technology efficiency increasement played a positive role. On the social level, interregional industrial transfer degree’s rise has expanded the social gap in the western areas, but the interregional industrial transfer of the second industry helps to promote social income fairness.Finally, this paper combines and classifies the international relevant experience and lessons on promotion of natural resource and environmental protection, economic efficiency and industrial upgrade, and regional balanced with the revenue in fair, so as to provide reference for how to promote the regional sustainable development through interregional industrial transfer. Furthermore, with the actual conditions of east-west interaction in China, this paper analyze the functions and roles of stakeholders like govements, firms, groups and persons etc in the process of interregional industrial transfer, and brings forward some suggestions from infrastructure construction, natural resources development, economic and technical development, human resources development and opening up cooperation to promote western sustainable development.The main contribution of the paper is:for the first time we give a systematical mechanism of inter-district industrial transfer’s effect on economic and social sustainable development of the western region, and the introduction of econometric methods to empirically test the composite effect in three specific dimensions including energy consumption, economic efficiency and income fairness of the society. This can be new theoretical ideas and decision-making reference for the introduction of the transformation strategy and multi-complex regional sustainable development policies for the western region.
