The Research Of The Integrated Circuit Public Service System Construction

Integrated circuit industry is the foundation and core of the information industry. It is the strategic industry in the development of information society. Its technical level and dimensions have been being an important mark to weigh a country's general strength. Developing IC industry is one of the breaches for achieving the upgrading and structural optimization of electronic information industry. It is the firm guarantee to accelerate transformation of economical development pattern of traditional industry, to promote fusion of information and industry, and to take a road of new style industrialization. It is an important direction to create green economy, to develop new energy, and to achieve energy conservation and emission reduction.IC industry is characterized by capital-intensive, technology-intensive and talent-intensive. It needs to concentrate various resources to promote industrial benign loop. It requires urgent and high performance of industry oriented public service. Based on these, this paper has mainly analyzed the establishment of IC industry oriented public service system, and focused on the research of the contents of public services, the organizational form of public services, the design and implementation of the information platform, the prosperity index of integrated circuit industry and the development strategy of China's IC industry. It provides theoretical foundation for the establishment of industry oriented public service system and decision support for industrial policies formulated by the state.The main contents of this paper are as follows: Firstly, in chapter 1, the history and state-of-the-art of public services are reviewed both domestically and abroad, and the study goals are set. Then, in chapter 2, the theoretical foundation of public services is discussed in detail, and the main improved measures of industrial public services are suggested in China's current economic development background. Thirdly, in chapter 3, the development of integrated circuit industry and technology is described, and the problems of IC industry in China are discussed. Fourthly, in chapter 4, the research on the system construction of public services is mainly focused on. Based on a construction of IC content appraisal parameter and research on critical scheduling of public services, this paper gives suggested forms of public services which are starved for developing industry; Furthermore, the organizational form of public services based on the league is proposed. Fifthly, in chapter 5, the design architecture of the information platform is put forward based on the key information technology, which has been adopted to build the information platform of integrated circuit industry. Sixthly, in chapter 6, Combined with the research results on system construction of public services, we present the prosperity index of integrated circuit industry which can supervise and forecast the industrial development, and furnish assistance services for macro decision-making. Seventhly, in chapter 7, suggestions on policy measures for industry development are proposed by the suggested forms of public services based on the analyses of IC industry and technology and combined with the research on prosperity index. At last, after summarizing main content discussed in this paper, the main innovation of this paper and some potential research directions are given.
