Standard Information Public Service Platform Construction

Technology-standard information service has played an important role in modernprofessional knowledge service system. With the rapid development of globalinformation technology,“standard” has become key technical factor in social andindustrial progress, making substantial contribution to national economydevelopment.Therefore,it is a hot spots and edge-cutting research in nationalknow-how and public scientific service field on how to construct a effective andconvenient standard information service system which meet the custom s requirementand maximally promote the contribution rate to industrial economy growth. Publicstandard service platform is a new system which emerged from public scientificservice practice under the globalization background. The research on its construction,operation and performance evaluation will facilitate the application ofstandardization and knowledge service industry, thus throwing significant impact ontheory and practice of modern know-how service.Based on a systematic survey of currently domestic and foreign patterns ofstandard information and public service，theory framework of construction of publicstandard information service platform such as concept and definition, structure andfunction, construction principle and superiority, operation model and impact factorswere proposed in the paper. Taking Zhejiang standard information public serviceplatform as practical case，the researcher has turned the platform s construction andoperation theory into practice. Adopted empirical analysis and analytic hierarchymethod, the paper has revealed five key evaluation factors（i.e. resource integration,service content, service ability, operation management and service results） and fiveevaluation index （i.e. service object satisfaction, page view volume，website security,operation quality and resource attractiveness）, in the process of platform performanceevaluation， thus establishing the preliminary assessment approach to systemperformance evaluation.Based on the research results, the paper has suggested theconstructive strategy on optimizing working mechanism and institution, strengtheningthe basic capacity building, enhancing innovation and service capacity and pushingpropaganda and application when operating a public standard information serviceplatform. Finally, further steps to optimize service system also have been included inthe paper.The established construction theory and acquired practical experience from this study have a significant value to further work on construction and operation ofstandard information and public scientific service platform, in addition，could beuseful reference for practice of similar system in other institutions and organizations.
