Public Service System Construction Of Wuxi Integrated Circuit Industry

Strategic emerging industries are the important power to guide the development of the economic and social development in the future, And the integrated circuit industry as a national economic and social development of strategic, fundamental and leading industry, cultivate and develop strategic emerging industries, promote the core and foundation of the depth of integration of information technology and industrialization. To accelerate the development of IC industry is the inevitable choice to cultivate strategic emerging industries. IC industry must be attached great importance and the strong advance from the government and the society, the government must create a good public service system for the IC industry, and the integrated circuit industry can be developed rapidly.Wuxi as the domestic IC industry center, after 30 years of development, the Wuxi IC industry public service system construction has achieved some results. But in recent years, with the development of IC industry, as well as Beijing、Shanghai and Shenzhen in the monopoly of resources, Wuxi IC industry public service system construction is not perfect, service level is low, the investment is small and so on. As a result of the development of IC industry in Wuxi, the main contradiction has been transformed into the contradiction between the high speed development of IC industry and the backward public service system of IC industry in Wuxi. In view of this, this paper is devoted to the construction of the public service system of the IC industry in Wuxi. Firstly, this paper studies the main contents and theoretical basis of the new public management theory, the public choice theory and the service oriented government theory, it identified the main content and the theoretical basis of this study. And then from the present situation and problems of the construction of public service system in Wuxi, to find out the experience of enlightenment of public service system construction in the developed countries, to further determine the development strategy and development strategy of the public service system of Wuxi IC industry. In this paper, the public service system of Wuxi IC industry is composed of integrated management service system, technological innovation support system, scientific and technological financial resources. The government plays a leading role in the public service system of Wuxi IC industry, and strengthen the government service function and a series of measures and safeguard to establish and improve the public service system construction of Wuxi IC industry, and promote the development of Wuxi IC industry and good development.This paper selects Wuxi IC public service system in this case study, the purpose of the study is to explore the relevant policies and measures for the development of China’s IC industries, as well as Wuxi to create the "Oriental Silicon Valley" of practical significance.
