Logistics Public Information Service Platform Construction Strategy Research

With the introduction of <The Logistics Industry Restructuring and Revitalization Plan>,logistics public information service platform became the new investment hot spot. Manyindustry logistics public information service platforms and regional logistics publicinformation service platforms came out throughout the country. Guangdong Province recentlylaunched the preparatory work of the Pearl River system shipping public information serviceplatform. At present, the domestic research of logistics public information service platformfocused on platform positioning, functional architecture and technology solutions.Thesetraditional research focused on “how to build”, but before the discussion of "how to build",for policy makers, there are three key issues must be addressed forward:“Why should webuild”,“Who built” and “how to recover investment”. Therefore, it is necessary to start thetheoretical research and quantitative analysis of logistics public information service platformconstruction mode, service mode, investment and profitability strategies from the point ofview of economics, so as to provide data support and a testament to the viability of theproject.This paper used the public goods theory of the public sector economics to analyze thelogistics information, divide it into pure public information resources and private informationresources. And preliminarily studied the information resources, service providers, the mainconstruction mode and how the government played a role. Take Guangdong Province port andshipping logistics public information service platform for example, this paper presented theresearch of the basic functions of Guangdong Province port and shipping logistics publicinformation service platform, and the quantitative comparative analysis of the investmentstrategy of the Guangdong provincial government, by using the public spending projectstheory. At last, this paper offered the final recommendations: first, the Guangdong Provinceport and shipping logistics public information service platform should be preferred to beestablished by a independent joint venture with several integrated logistics service providers,industry associations and the Guangdong provincial government responsible for platformplanning, construction and operational matters. And made a comparative analysis by thegovernment to provide regular subsidies every year directly to the platform operator, ordirectly to platform users, there is a certain reference value to government decisions.
