Yunnan is an important bridgehead for the Southwest of China’s development, located in the heart of Southeast Asia, South Asia region and bounded by Vietnam, Laos, Myanmar. In recent years, Yunnan logistics industry develops rapidly and integrated transport network has been formed. Logistics information construction is in process and it needs a powerful, comprehensive information logistics information platform for the services. Based on the present situation, Yunnan ASEAN public logistics information service platform provides high quality and effective logistics information services, for the purpose of "integrate resources, improve the network, service logistics, and material through the world". This paper studies the Yunnan Public ASEAN logistics information service platform, mainly on its service mode, service pricing and promotion mode.In service model segments, it introduces three modes-"one-stop","online mall","logistics finance" and describes the main contents, composed of elements and the service function. It uses IDEFO method modeling the process and the input, output, mechanisms and control conditions become clearly.In service pricing segments, it uses queuing theory to fix a price between customer (cargo owner and car owner) and platform, considering both early and late of the platform development. In the early stage, the customer can’t see the current line number. We list service pricing formula, based on the relationship between waiting costs and the additional value, analysis two situations-"optimal platform profit","optimal social profit", and use examples to verify the pricing and the relationship between pricing and various factors in the end. In the late stage, the customer can see the current line number. By constructing queuing model, we derive the pricing model, calculate the optimal number of the current system according to the critical condition, get the optimal service pricing and make instance validation in the end.In promotion model segments, through the analysis of the current situation, we get the existing issues in the current promotion strategy, propose online promotion and offline promotion, and also describe the two extension models.
