The target of common prosperity puts forward new requirements and goals for the integrated development of urban and rural areas.The Fifth Plenary Session of the19 th CPC Central Committee set the vision of basically realizing socialist modernization by 2035,and pointed out that "more tangible progress will be made in achieving common prosperity for all the people." In the report of the Party’s 20 th National Congress,it was clearly stated that "we should improve the basic public service system,improve the level of public services,enhance balance and accessibility,and steadily promote common prosperity." It can be said that at present,we should further improve the public service system,increase the government’s public financial support,especially strengthen the investment in rural basic public services,promote equal access to basic public services for urban and rural residents,make up for the weakness of common prosperity of agriculture and rural farmers,focus on narrowing the income gap between urban and rural residents,and realize the equality of basic rights and interests of urban and rural residents.Accelerating urban and rural integrated development has naturally become the key to achieving common prosperity.In this paper,the common prosperity goal as the research background,to accelerate the realization of urban and rural integrated development as the goal,the focus of the study of this direction and goal of public finance expenditure principle and focus of the change and corresponding results.At the same time,in view of the impact of public financial expenditure on the integrated development of urban and rural areas,this paper takes it as a concrete study of urban and rural public services,and starts with the impact mechanism of public financial expenditure on the integrated construction of urban and rural public services.Based on the analysis of the current situation,a multiple regression model is constructed with the integration of public service as the explained variable and the gap between urban and rural basic transportation,education,medical care and social security as the explained variable.The research results show that: first,the path of public financial expenditure to play a role is mainly urban and rural productive expenditure and urban and rural welfare expenditure,and for public services with strong social and economic driving role,more rely on urban and rural productive expenditure to play an effect,while public services to undertake social welfare,more deflated under the role of urban and rural welfare expenditure.Second,public financial expenditure may not only fail to achieve the expected role of narrowing the gap between urban and rural areas,but may further widen the gap between urban and rural areas.The possible reason is that local governments are more willing to prefer fiscal expenditure to the direction of expenditure conducive to promoting the development of local economy,and for the expenditure affecting the welfare level of urban and rural areas,they are more inclined to invest in the place that can exert the agglomeration effect,rather than making overall arrangement between urban and rural areas.Third,in the economically underdeveloped areas,the urban-rural transportation gap and urban-rural social security gap show a further narrowing trend under the guidance of the path of urban-rural productive expenditure,but the urban-rural medical security service shows the opposite situation.Based on this,this paper holds that first of all,the restriction and supervision of general public financial expenditure should be strengthened,and the specific direction of public financial expenditure should be clarified;Secondly,changes should be made in the overall assessment,regional economic development and social progress should be comprehensively examined at the macro level,and local governments should be guided to allocate relevant fiscal expenditures more rationally from the policy level of the central government.Third,we should avoid widening the gap between urban and rural public services and between regions caused by social development,and firmly promote urban and rural integrated development toward high-quality development.Finally,it is necessary to integrate the concept of common prosperity into the integrated development of urban and rural areas and promote the development of urban and rural integration into high-quality development.
