Following the high-speed development of market economy in China, the consultancy industry of construction cost has played an increasingly important role in engineering construction field. Undoubtedly a remarkable flourishing of this field has happened in recent years, there is still a wide gap between advanced countries and China, which is even not suitable for Chinese current economic situation itself. The prime reasons of this are in three parts: the lack of diversified services from professional personnel to meet various needs, the out-of-date business mode in consulting companies without the capability to grasp the new chances and the non-standard management system unable to deal with emergent events, which all make the industry to act ineffectively in the new market economy environment since the reform. To draw out the development strategies demanded in this field, the three corresponding aspects then should be critical: a) the aspect of business form - service products; b) the aspect of operating body - consulting company; c) the aspect of operation environment - management system. The aspects above, which are highly interdependent and inseparable among each other, determine the present situation of this field together, as do the development trend. In view of the starting point above, this thesis would show the analysis in five parts respectively as follows:In the first instance, to explore the operation principles of this subject according to its evolution context. A development direction against a background of current integration tendency is clarified through a wide range of analysis, including the features of construction economy activities, the process of work division, the market status of this industry and the passive dependence on the project management.Based on the systemic analysis of current situation and problems arisen in this area, the SWOT technique is used to examine the industry by the comparison with advanced countries, which lead to three strategy aims: a) to extend the service scope actively taking hold of the development tendency aiming at the high-end of the value chain; b) to carry out new solutions for consulting companies to help them competitiveness in new age and new circumstance both much different from the past; c) to build up a appropriate management system in order to rectify the process and lead the way to a more legitimate body. To reflect the strategy of service products. As the tools and means have experienced a change from norm budget which focus on counting to management service which focus on multiplier effects. Three key service products have been proposed: whole process cost management, life cycle coverage cost management and vale management. The corresponding analysis then is given to argue the relevant process and support.Taking account of business scope, organization frame and the operation mode, a business strategy with diversification is found on the core abilities, which follows an introduction of the method to evaluate the matching degree between the strategy and core abilities based on the gray fuzzy theory.Through summarizing the evolution of management system in this field, the key outcomes are contributed as advices to two main areas for normalizing management, that is, the self-discipline management based on corporate reputation and the personnel management based on human resource nature.Conducting research on the strategies in the main aspects of consultancy industry of construction cost, such as service products, consulting company and management system, this thesis aims to provide the robust scientific support to future exploration and decision which is critical in industry planning, company development and policy measures.
