The Third Generation Mobile Communication Test Environment Cost Management Of Construction Projects

In recent years, with the rapid development of China’s mobile communications business and the increasing demand from end users, mobile communication technology has evolved from the first generation analog technology to current digitalized technology, and it is now embarked on a transition stage towards a more advanced third-generation mobile communications. The setup of a test environment for the third generation mobile communication is a major strategic strategy for the development of China’s mobile communications, which can provide the necessary test environment for China’s major national research projects and industrial projects. The construction and implementation of the project has speeded up the development of TD-SCDMA, boosted the independent innovation in China, and brought great social and economic benefits.Due to the high investment and long construction time, there are many unpredictable factors during the constraction process of the third generation mobile communication test environment. Changes in personnel, materials and equipment as well as the problems occur in design, construction and operation during the test stages of will affect the implementation of the project. The problems of costs control while ensuring the project quality not only ensure the successful implementation of the test environment, but also to ensure the most efficient use of the state’s investment.From a project cost management point of view in the project management system, this thesis analyzes the current status quo of the project cost control, pointing out that the cost management has not yet evolved into a comprehensive system and the project cost control is still lacking in the lifecycle of the project. With a consideration on the construction projects of the test environment, this thesis proposes the implementation of cost control in the process of project bidding, preparation, construction and completion. Centering on the problem of cost control, the project should be carried out with a reasonable set of control objectives, a clear cost control responsibility, and an improved cost control method for further study. The author tries to propose new ideas in this thesis to the project by use of scientific project management theory and methods combined with the specific application.
