Construction Of Public Logistics Information Platform Development Based On Knowledge Management

The Public Logistic Information Platform (PLIP) applies the advanced information technologies, computer techniques, network technologies and communication techniques in the logistic information system, obtains the information in different sub-systems with a certain rule. The PLIP supplies information services based on global arrangement in different levels and decision-making assistance services for divided users by fusing, processing and digging the public logistic data in the internal of the platform, which satisfies the demands of users, realizes the acquisition, the processing,the organization,the storage, the sharing and the publication of the logistic informations, and achieve an objective of the logistic information resources integration, the reduction of total logistic cost and the increment of efficiency.For the modern logistic, the key feature of advantage in the future competition is the support of the PLIP. The information technology is the core technique in the modern logistic development by the experience of the world. The significations and effects of PLIP are more and more recognized and emphasized by the metropolises, especially the ones as logistic centers. The PLIP is considered as a necessary path to integrate and informationize in the regional logistic, a way to create and raise a regional competitive power.Knowledge Management (KM) is the acquisition of knowledge and ability in a real or virtual organization, the management of the valuable information by recognizing, acquiring, analysing, storing, passing, sharing and recreating the knowledge in cycle, which changes the methodologies and the behaviours of the members, in order to establish a knowledge-sharing and creative internal environment, assure a durable and rapid development and finally realize the objective. The application of KM theory to the framework of PLIP demands analysis, overall design and technical solution is an useful method to realize the functions of PLIP and the perfection of its behaviours.With the analyzing of the researches and applications about Public Logistics Information Platform (PLIP) in domestic and international, studying of the connotation and theory of Knowledge Management (KM) and KM modeling and key technologies, this paper established a developing method of PLIP, which is based on the theory of KM. The concept of PLIP Knowledge Field (KF) is proposed on the bases of the analyzing on Customer Demands, the features of Knowledge Requirement, the process of Customer Knowledge Excavation etc. of the PLIP. And this paper established a game modeling with the results of identifying the features of KF and categorizing different fields (Customer Knowledge communication field, Customer Knowledge Transformation field, Knowledge complementation field) of KF. And then establishment of Logistics Information developing system and process model is based on the theory of KM and the research mentioned above. As meanwhile building a PLIP learning organization and a plan of developing organization are based on the theory of KM and the features of the PLIP in developing process. The process of building the PLIP is complicated information system engineering. A mechanism of risk control on the PLIP construction is studied on the bases of the theory of KM. And it is certified by real instance. In this paper Nanning PLIP is analyzed with the investigation and research on situations of economic, developing of logistics and logistics information around the city of Nanning. In this paper it proposed the target of Nanning PLIP from the sight of systematology on the bases of analyzing the urgent and essential demands of establishing the Nanning PLIP. The plan of technology management and a method of risk control are designed on the bases of Nanning KM-PLIP.
