Knowledge Service Research Based On R&D Public Service Platform

R&D public service platform has attracted more and more government's attention for its role of in the national innovation system. We set up the platform not only in order to share resources and supply services, but also use knowledge services to support the platform. Therefore, the content and level of knowledge service directly reflects the value of platform. Currently, some domestic platforms already have a knowledge base and service space, but they have not meet service requirements in the aspect of operating mechanism and so on. So it's very important to study the operational mechanism and development strategy of the platform for guiding it to provide knowledge service in the future.In brief retrospect of the application and current research of domestic and foreign R&D public service platform, the paper has carried out an empirical study on knowledge services, operating mechanisms, legal support, etc. in Shanghai, Taiwan and the UK, which is based on the analysis of the platform for its content, features and elements. Then we focus on how to explore a customized and in-depth solution for our users, while reconstructing the framework of platform. Finally, we combine both knowledge service and information science theory together, in order to ensure the provision of public knowledge of the platform products to customers under the premise of providing personalized knowledge customization and push services, which could perfect its knowledge protection mechanism.Through this research, we understand the disparity between domestic and international platform and its inadequacy, based on which a dynamic mechanism is introduced and an operating framework is remodeled. Further recommendations have been made to improve its operational mechanism and development strategy. So this article explores a useful way towards the demand and pattern of R&D activities and staff. Specific goals to achieve are as follows: Based on the analysis of various researches, development and innovation of knowledge demand, knowledge-based services and framework model need to be established. Meanwhile, some solutions based on R&D and public service platform are given and promotion mechanisms based on intelligence security are made.
