Research On The Construction Of Public Logistics Knowledge Portal Platform

In China, with the economic development of the industrial structure and economic situation and changes, logistics as a cross-industry, cross-functional and multi-movement form of the intersection is playing an increasingly important role in the development of the economy. However, the serious issues that included the process which is lagging behind of logistics informationalization, high cost of logistics enterprise informationalization, logistics information resources which is relatively dispersed within enterprises and between enterprises in the information-sharing and cross-system interaction barriers, implicit knowledge of staff member which have not fully tapped and used, have hindered the rapid development of the national economy and influence the macro level of government control over the activities of micro-level logistics activitces.Considering issues above, this paper presents a public logistics knowledge portal platform, which can effectively integrate various information and knowledge resources to complete the information exchanging and sharing of cross-platform. The platform integrates various systems such as logistics business enterprises, highways, railways, ports, banks, customs, business tax and government business, including a variety of e-government information systems and logistics resources etc;which can achieve, cross-platform information exchange and transmission between systems above, provide a soft environment for communication with customers to meet the information needs of different users, promote the establishment of enterprise collaborative management mechanism, and strengthen the government’s macro-management of the market and control capabilities, supporting the standardized management of the logistics market offers a wide range of logistics information services. The construction of Public Logistics Knowledge Portal is not only the establishment of modern logistics information platform to provide accurate and timely logistics information services, but also need to be able to provide a cooperation space for friendly business information exchanges of free enterprise easily to find their own partners and development opportunities to enhance their competition in the market force, which is easy for users to share knowledge and their experiences and to participate in the platform’s construction.With the research method of linking theory with practice being adopted, this thesis firstly starts with the platform basic theory,including logistical information architecture and knowledge architecture、logistics information and knowledge management integration of logistics resource refering to the theory of knowledge portal, and summed up the key technologies of the creation of knowledge portal; and then analysised all kinds of users and their information needs relating to platform, summed and induced the information need of public logistics knowledge portal platform. Then introduces the grid technology and the main body modelling the gateway platform in the construction, proposed based on the Grid public physical distribution knowledge gateway platform architecture and based on the main body public physical distribution knowledge gateway platform knowledge organization way. Then, has carried on the discussion to the public physical distribution knowledge portal platform’s operation way and the appraisal mechanism. Finally, through the above theory and the practice analysis, it unified The Economic Zone on the West Coast of Taiwan Straits’s logistics distribution industry and the informationization situation, proposing the EZWCTS public logistic knowledge information construction plan and implemental regulation.
