| In order to unveil the truth of the transfer of Chinese rural labor forces supported by finance, a method involved both theory and fact is applied in this thesis. First of all, relevant theories on the transfer of labor forces are stated, and then the author analyzes the reasons for practicing the transfer of rural labor forces supported by finance, assesses its performance and achievements and then studies on the relations between finance and rural labor forces in order to further analyze the problems, reasons and influence of this topic. Furthermore, a choice of mode has been made and the mechanisms establishment is mentioned and then the conclusion and polices are put forward. The thesis is focuses on the finance-supported rural labor forces in terms of its functions in areas such as skills training, employment subsidy, social insurance and public services. The result of the study in this thesis will be the basis for the balance of the public service for the rural and urban residents in our country as well as their social insurance, and to provide a theoretical support for the future integration of cities and rural areas.1. Main Content of ResearchThis dissertation is aimed at exploring the mechanisms of labor force transfer supported by finance under economic restructuring in China. In the whole dissertation, the current situation, mechanisms, problems and reason by finance support are basic. The design of the mechanisms is the focus and providing corresponding suggestions on policies is the ultimate goal. This paper studies the main content includes the following seven aspects.(1) The impact mechanism of finance supporting for rural labor transfer. Evolutionary game theory is applied to analysis rural labor transfer, to establish imitator dynamic model of rural labor. According to the evolutionary game analysis, there are two kinds of mechanism for rural labor to transfer:choice mechanism and mutation mechanism. On this basis, to analysis education, training, employment, social security, health care, housing placement and public services supported by public finance, to promote rural labor force transfer, to clearly figure out the mechanism lines.(2) The mode of financial supporting for rural labor transfer. According to financial supporting mechanism route, rural labor transfer mainly through education, science, technology agricultural as well as construction sectors implementing financial support projects. The specific ways are as:①the direct employment subsidy funds support rural labor transfer.②to carry out various kinds of education training programs to support rural labor transfer.③to carry out science and technology projects promoting rural labor employment.④to absorb rural surplus labor employment by promoting development of township enterprises.⑤to provide rural labor who have transferred into the city with relevant public services with.(3) The factor analysis of finance supporting rural labor transfer. Analysis is as following:firstly, to analyze the concrete influence finance supporting rural labor transfer based on performance by factor analysis angle of view. Secondly, to analyze the influence of finance supporting rural labor transfer based on labor supply and demand balance model. The entire national economy balance is including the balance model of rural labor transfer. Through the general model of equilibrium for financial support, we provide the study of influence of labor transfer with the most direct effective tools.(4) Performance evaluation index system of financial supporting rural labor transfer. Firstly this dissertation analyzes performance evaluation contents, principle and method. Based on this, three primary performance evaluation index is designed for the finance supporting rural labor transfer: input index, output index and social effect. Then downwards subdivision, to construct the performance evaluation index system.(5) The existing problems and reasons of finance supporting rural labor transfer. Along the realization path of finance supporting rural labor transfer, respectively from training, insurance, education, house and public service, problems and reasons are analyzed. Thereafter, fiscal support for rural labor transfer problems may affect the rural economy, industrial development and urban and rural areas.(6) The mechanism of finance supporting rural labor transfer. Through the establishment of market supply and demand balance mode of finance supporting rural labor transfer, this dissertation has analyzed mechanism construction of finance supporting rural labor transfer. Four mechanisms were respectively established:market mechanism, safeguard mechanism, incentive mechanism and restriction mechanism(7) The institution innovation of finance supporting rural labor transfer. Under clear target orientation and basic ideas premise institution innovation, the dissertation analyzed institution innovation from three aspects:financial mechanism innovation of rural labor transfer budget system, financial institution innovation of rural labor transfer payment system, financial policy innovation of rural labor transfer content.2. Main Conclusions of Research Trough the theoretical research and empirical analysis of rural labor transfer, the article does a deep research about financial support mechanism, according to our country at present situation, proposed the following Suggestions.(1) Financial support rural labor transfer performance was poor. According to this paper, our financial support performance analysis of rural labor transfer performance is poor. According to the absolute number of rural labor transfered, and raise the level of urban life, financial support for rural labor overall spending such as small scale, cannot satisfy the need of reality.(2) Financial supporting to increase the rural labor transfer jobs is the key. Rural surplus labor successful transfer was decided by existing urban second and third industry of the demand for labor. In order to increase the labor post, finance must support the development of the second and third industries with upgrading of the industrial structure, increasing the quantity of labor transfer, this is the key of financial support.(3) To increase rural labor human capital by financial support is the core. Analysising from rural labor supply, human capital and skills level influence the transfer in rural labor market. It is easy to accept with high level of human capital and skill. It is not enough for finance supporting rural labor transfer on basic education and vocational skills training. Increasing rural labor's human capital is the core of financial supporting rural labor transfer.(4) Finance supporting rural labor transfer affects every link of rural labor supply and demand. Financial support on rural labor transfer deeply influences each link of labor supply and demand. The influence of finance on the transfer of rural labor is involved in the supply and demand of labor forces and the process of transfer. The government's financial support makes sure that besides achieving a win-win result between the supply and demand of labor forces and the units in need, sustainable economic development is achieved.3. Countermeasure Suggestion of ResearchThrough the theoretical research and empirical analysis, the dissertation deeply analyzed the effect mechanism and factor of rural labor transfer supported by finance. According to Chinese present situation, suggestions were proposed as following:(1) To increase financial support on rural basic education and training for rural labor transfer. Increasing basic education investment and rural vocational technical training improve the rural labor transfer employment skills. Increasing education expenditure meets the obligations of the rural labor's children education needs.(2) To speed up financial support on agricultural industrialization and industrial structure adjustment. According to the market demand changes, finance supports the development of leading enterprises. These enterprises which can absorb large rural idle labor were chosen to guide the development of agricultural industrialization. Accelerating agricultural structure adjustment, agricultural technical guidance and agricultural product development supported by finance.(3) To accelerate financial support for the development of third industry to expand jobs. Through increasing financial support for the labor-intensive enterprises, we can enhance enterprise effective demand on rural labor. Supporting the development of the third industry, jobs can be expanded by multi-channel. We can encourage rural labor returns home Pioneer Park, to insure labor orderly flow and employment.(4) To establish a united labor forces market in rural and urban areas to reduce the cost. A fair employment system for both rural and urban labors and an information and service system should be established. We must deepen the reform of the household registration system. Finance supports for labor department to do all employment information releasing platform. Finance supports the establishment of rural labor transfer information and service system, to establishing the equality of urban and rural labor employment system. (5) To support the establishment of urban and rural integration insurance system. According to the integration of urban and rural areas, earnestly implement must be carried out to establish the system safeguard measures of serious illness insurance, endowment insurance, unemployment insurance, etc, and realize the same treatment of urban and rural residents.(6) To pay more attention to promote equal public services for rural labor by increasing financial support. To realize rural labor equal access to basic public service, the key is to speed up the policy adjustment and system transformation, to adjust rural land policy, to promote the shift of country from land security to the social security, to adjust the relationship between central government and local government, to optimize the basic public service division system. It is needed to speed up establishment of equal basic public service system supported by public finance.(7) To establish national organization and coordination mechanisms, and to ensure relevant government department of coordination under the work mechanism, increasing financial investment in rural labor transfer. All Provinces (municipalities, autonomous regions) government should establish corresponding working mechanism of the employment of rural surplus labor transfer under state mode. Government departments of human resource and social security, development and reform commission, economic and trade commission, finance, education, agriculture, small and medium-sized enterprise, poverty alleviation, statistical departments are member units. Financial investment of rural labor transfer should be increasing by relevant government departments of coordination with the mechanism.4. Main Innovations of ResearchIt is a brand-new topic for financial support for rural labor transfer in our country. It is also very little that we can draw lessons from existing research results. There are three aspects bold innovation from the following in the article.(1) Build the operating mode of financial support rural labor transfer. Based on the equalization of public services and the development trend of urban-rural integration, systematic analysis of the financial support of rural labor transfer map, build the operating mode of financial support rural labor transfer, and construct a road map for its implementation mechanism.(2) Build the operating mode of financial support for rural labor transfer. Based on the equalization of public services and the development trend of urban-rural integration, this article systematically analyses the path of labor transference supported by finance, builds the operating mode of financial support rural labor transfer from the aspects of training, work, security, service, and constructs a road map for its implementation mechanism from six perspectives of "teaching insurance, income insurance, illness insurance, pension insurance, living insurance, facility insurance ".(3) Proposed system innovation framework for financial support of rural labor transfer. Design a complete chain and framework of financial support for birth, employment and happy life of rural labor.
