Rural labor force refers to people living in countryside who have the ability to work and provide a rich labor resources to our country's economic and social development and make outstanding contributions.With the "four modernizations",the research of China's rural labor's transfer has important theoretical and practical significance in alleviating the growing scarcity of human resources,which comes along with economic and social development.This paper mainly adopts literature research and comprehensive induction methods.In this thesis,different policies for rural migrants with different economic,politics and cultural background is in thorough analysis in order to discuss the relationship between the policy and vocational education.It explains the social phenomenon from the perspective of vocational education and explores the correlation between the two,so as to make vocational education play a better role,and provides reference for rural labor transfer in the new period.The rural labor transfer has experienced five stages-the restricted flow-allowed flow-controled blind flow,promoted flow-leading employment,since reform and opening-up.Meanwhile,the relation of vocational training and rural labor transfer has experienced three stages from separation,adaptation to leading.Along with "New industrialization,informatization,urbanization and agricultural modernization",the new period has new requirements and tasks for the rural labor transfer.In order to play a better role in leading the rural labor transfer,this paper argues that we should improve relevant laws and regulations,establish training mechanism that adapts to the new "four modernizations" and build rural labor transfer training quality management mechanism,based on the new tasks and new requirements of rural labor transfer of the "four modernizations".In order to do that,we need to do the following seven works.First,enrich vocational training content in the newly revised "vocational education” law.Second,enrich training supervision in the newly revised "labor law".Third,promote training method reform by using modern information technology.Fourth,improve rural workers training content which focused on the "four modernizations".Fifth,implement training subject responsibility which gives priority to the community.Sixth,construct a comprehensive information management platform for rural workers.And seventh,promote third-party evaluation of rural workers training quality.
