During the development of modern economy and society, most countries of the world encounter the transfer problem of rural surplus labor. Even more, China's national conditions decide the more difficulty and urgency of the problem. Since 1980s, with the deepening of rural reform, especially the stability and improvement of the household contract responsibility system, the enthusiasm of broad masses of peasants has been activated and social production has been further liberated. However, rural surplus labor issues have gradually emerged at the same time. Accompanying the rapid development of China's economy and the accelerating process of urbanization, the problem has aroused widespread attention since the 21 century. By viewing China's chronic situation of rural surplus labor transfer, this paper analyzes its characteristics, effects and existing problems and further clarifies the importance of the scientific choice of labor transfer mode and the relative policies. Furthermore, through studying the modes and policies of foreign countries, especially of the developed countries, the paper tries to take its essence and go to its dregs. By learning from the successful theory and practical experience, the paper tries to explore scientific mode and policies of rural surplus labor transfer, which are suitable for China's national conditions. It is strongly expected to provide a theoretical reference and guidance to the government in formulating the relevant policies and measures. |
