The concept of "Bu Wen" (no shown news) in news report means that some kinds of news and facts must never be reported and published. "Bu Wen" in this paper specially refers to the conceptual system of CPC news reporting activity, which is typically expressed by Mao Zedong's "Xin Wen" (real-time news), "Jiu Wen" (past-time news) and "Wu Wen" (no shown news). This conceptual system has externalized to the systemic imperatives of "bu wen" in news report - the principled provisions on some kinds of news and facts without reporting. Essentially, the concept of "Bu Wen" has effects on news practice activity in China, but the imperatives of "Bu Wen" play the role in concrete practice activity.As Praktischen regulation in news dissemination, the "Bu Wen" imperatives are in two forms: one is heteronomy modality that stipulated no reports on some kinds of news and facts by laws, administrative laws and regulations, departmental rules and policy discipline. The other is autonomy modality, which is the moral imperative (code of ethics) with regulations.This paper mainly adopts literature research methods, managing the standpoint, point view and method of practical materialism theory. The author critically absorbs the wisdom of our predecessors, including famous thesis on moral philosophy and Praktischen Vernunft by Immanuel Kant and other well-known western philosophers. The theory in this dissertation is based on the Jurisprudence, the Sociology, which regards the "Bu Wen" imperatives historical impact and reality influence rationally. Then the author probes into "Bu Wen" imperatives rationalization and main practical principle on Praktischen Vernunft in news dissemination. This paper includes the following aspects:Part 1. The introduction part. The author firstly proposes a new proposition: "Media is window". It means that media possesses two windows: one is the small frame called "pre-window"—news frame; the other is the big frame called "post-window"—media frame. The basic function of the latter is to report and publish some kinds of news, and do not report some others. In order to probe into the mystery of why "some kinds of news never be reported", this paper proposes the typical expression in China—"Bu Wen" as the research object, and then investigates the formation and amplification of the news filtering function of the "post-window" (media frame).Part 2. The historical changes of the concept "Bu Wen" in news report. "Bu Wen" is one consensus by the Chinese Communist Party leadership, although there are varies of address by three generations of collective leadership. In the first generation of collective leadership, it was put forward by Mao Zedong and evolved in 6 stages. The beginning stage (during the first KMT-CPC cooperation); ground-breaking stage (the Agrarian Revolutionary War Period); the growing up stage (the Anti-Japanese and the KMT-CPC cooperation for a peaceful and democratic nation-building period); the further developing stage (during the War of Liberation); the turbulent stage (the early liberation); The qualitative stage (early 1957 to 1959).The first generation of collective leadership, Mao Zedong said that there were "Xin Wen" (real-time news), "Jiu Wen" (past-time news) and "Wu Wen" (no shown news). The second generation of collective leadership, Hu Yaobang's opinion was that news stories should be released immediately when it asked fast, postponed when it asked slow, forbidden when it was unnecessary; some expressions should be varied domestic and abroad. The third generation of collective leadership, Jiang Zemin hold that news stories should take into consideration the overall situation, and then decide what to report, what not and how. The typical expressions of "Bu Wen" by the three generations collective leadership are extremely alike in language patterns and contents, the concrete statements just changed slightly by the different history condition. It goes without saying that the concept "Bu Wen" in news report is the consensus of the Chinese Communist Party leadership at each historical stage, the CPC insisted on this core concept in news dissemination activity.Part 3. The imperatives of "Bu Wen" in the heteronomous modality in news report. As an important component of its imperatives, the imperative of "Bu Wen" for its heteronomous modality is bidirectional. It's either a systematically compulsory or legislation restriction. The former is in the form of policies and disciplines, the latter goes after the national will. The both are the core concepts of the imperatives of "Bu Wen" for its heteronomous modality. Its imperative forms the restrictive conditions of published contents by stipulated "what must be done", and forms the provision of prohibited contents by stipulated "what must be prohibited to publish". Restriction of published contents and provision of prohibited contents focus on the following three parts: (1) Journalism should not endanger national security and leak state secrets; (2) Journalism must not endanger public order and disrupt social stabilization; (3) Journalism should not infringe upon the civil rights. The patterns of behavior of its heteronomous tell the pattern of what to do and what not to do; the legal consequences are negative. The legal principle includes public service, public security, justified rights and freedom and responsiblity.Part 4. The imperatives of "Bu Wen" in the autonomy modality in news report. The imperative of "Bu Wen" for its autonomy modality is different from its heteronomous modality. There is no restrictive condition of published contents, but exists the provision of prohibited contents in the autonomy. And it is based on the needs of following the basic principles of journalism and complying with the constitution law and policy discipline. There are two autonomy rules in the imperatives of "Bu Wen": "the moral desire" and "the moral obligation". Thus there are two autonomy dimensions, "the code of ethics" and "autonomy principles". From the perspectives of form structure (logic structure), the imperative of "Bu Wen" has a full structure: "applicable condition -pattern of behavior - the consequences of default". Its moral obligation is "the social and political responsibility".Part 5. Rational reflection on the "Bu Wen" imperatives in news report. The concept of news report "Bu Wen" imperatives is a kind of Praktischen Vernunft in news dissemination—the overall ideas on how to be engaged in news dissemination activity by news disseminators. The Praktischen Vernunft in news dissemination is the unity of instrumental rationality and value rationality, it bears four basic characteristics of normatively, integrity of intention and value, conventionality and practice orientation. The criterions of "Bu Wen" imperatives carry the instrumental rationality features. The positive effects of "Bu Wen" imperative are reflects in three aspects: first, it conduces to the standard-setting of news career and regulates the information disseminators' professional conducts; second is to ensure that audiences' act or process of accepting message can be controlled; thirdly, in favor of the implementation of the basic principles on press work in China. Correspondently, its negative effects are also reflected in three aspects: firstly, it might very well lead to information shielding; secondly, it might affect the effects of news dissemination; thirdly, it might cause harm to society by a huge black hole of information—"Bu Wen hole". To avoid these negative effects urgently, two principles should be considered: first is to resolve the potential damage to the Right-to-Know of citizens; second is to prevent the alienation of news career awareness.Part 6. Conclusion. This dissertation points out that the news report imperatives of "Bu Wen" should not only bear the instrumental rationality, but also bear the value rationality of news dissemination, and then to be the integral Praktischen Vernunft of news dissemination. The media that pays equal attention to freedom and responsibility is the one which really responsible for the public.
