With the acceleration of the pace of technological innovation and in-depth development of globalization, dynamic competitive environment is gradually formed. Organizations face tremendous uncertainty and ambiguity, as in a constantly changing environment, the competition was unusually intense, in order to survive, the only way is that organizations maintain interaction with their environment and go toward evolutionDynamic changes in the competitive environment put a lot of requirements on organization. Traditional information systems study theory is based on static environment and believes that organizations are in a stable environment. With the information system in an organization's application scope and depth constantly expanding, environmental factors become an important factor. The study method of information systems is changed from presence perspective to evolution perspective and focus on the interactive process between constantly changing environment and IS. Therefore, it needs to study the information system based on new thinking and paradigm. The analytical framework based on evolution theory is a new re-thinkable method and is an innovation of traditional theory.The study oriented to sustainable development, highly adaptive organizations at home and abroad become a hot topic in recent years. How to build information system can constantly evolving, dynamic adaptation faced by the enterprises in the constantly changing environment become an important target. And the evolution theories and System Science provide effective ideas and approaches on those problems. Appling the theory into information systems study is undoubtedly important academic and practical value. This paper studies from the perspective of the internal evolution mechanisms of information systems, in order to achieve the objectives of environmental adaptability standpoint and reveal a mechanism for the evolution of information systems and find out the key factors on the construction of information systems and review the evolution concept of information systems. Implementation methodology and the specific means based on IS evolution theory guide organizations to success on building the information systems.The perspective of the evolution research method about information systems will be the main method in future, although there is no formation of the overall framework at present, but recent research on the evolution of software systems, complex information systems development methods, as well as the exploration and practice of learning information systems and flexible information systems organizations, have showed that new IS study method have gradually introduced.This paper focuses on the question: how to evolve and develop on the practice of organize information system. In response to this goal, the paper is composed of four parts:1. Rethinking the concept of the organization information systems, the environment and evolution on the new view.Information Systems will be placed under the framework of evolution theoretical research, and need to rethink these concepts in the new paradigm. The most salient characteristic of new research paradigm is that the relationship between information systems and the environment is set at an important position, and information systems development must adapt to the environment, and co-evolve with environment. Organization information systems can also affect the environment through their own efforts. Compared the research view of traditional mechanical concept with the view of modern system, establish a new framework based on evolution theory as the following research basis.The second part is constituted by the third chapter and chapter IV. Chapter III focus on the essential issues of IS evolution. Using the niche theory to analyze the relationship between the IS and environment, and the relationship between the IS niche and evolution behavior, and conclude the patter and factor of environment impact on IS evolution.Using order parameter of dissipative structure theory to sum up the main factor affecting the IS evolution and hold the inner factor. Then the IS evolution model is built and is analyzed to conclude the evolution law and property.Chapterâ…£focuses on core mechanisms of IS evolution, namely variation and selection process and the learning mechanism. This chapter is on the basis of the second chapter, and exploits the internal causes led to IS evolution. It is the core content of this paper.The third part includes the Fifth Chapter. Chapter V put forward the guidance principle to guide the informational practice. Specific cases are used to be empirical research part.The final part includes Chapter VI; the main work is to sum up the work in the paper and outlook the following research.The main innovation of the paper is:(1) Comprehensively applying the evolutionary theory and system scientific theory into organization information system research. In the new view to study information system, and give more priority to the issue on information system evolution, and build the research framework on Information System evolution, thus break through the traditional theory.(2) Studying the relationship between the system and the environment with Niche theory. organization information system dynamic niche can be considered as the point matching information systems and the environment, and point out that the dynamic evolution of the ecological system is the transition process of Information Systems Niche and is the transition process from reality niche to potential niche, the continuous transition form the IS evolution. using sequence parameter method on the dissipative structure theory to study the internal impact factors that affect the IS evolution process, and find out the profitable impact factors which can be exploit in the IS practice process, in the paper, order parameter can be bring forth from the four aspects as requirement, resource, technology and regulation. Based on above study, information systems evolution model is built in the view of quantity and quality to describe the evolution process and find out the operation rules. Under the analysis frameworks based on evolution theory, study core mechanism of variation, selection and learning. the rules and routine is the genetic material led to evolution of the information systems, and selection process guarantee the update of rules and practices, learning mechanism is the essence of IS evolution.(3) Putting forward the principles and methods of adaptive organization information system as Practice guidance.
