The dissertation put the issue of International Public Opinion(IPO)under two frames of the global communication and international politics and holds an argument that the regulation of the IPO can be conducted through some tricks including the investment, censorship, public relation and media event when it aim to three mainly targets such as the mass medias, the politic agenda and public views. Only by these ways, can the effects be made.The IPO has been defined to a mixture which consists of the media opinion, the politics views and the public cognize. As a special form of the public opinion under the context of the global communication, the IPO both has the general characters of the public opinion and the traits of itself.What the dissertation emphasis is the function of inter-produce between the IPO and international relationship, namely, the IPO has produce the international relationship when it had produced by international relationship. Whereas, those country that has dominate the IPO also dominate other countries by the produce function of IPO. Moreover, the dissertation also emphasis that the regulation of IPO, as a kind of strategy of politic, must been set in the context of global communication and international politic so that can be analyzed by scholars. On the base of this point, the dissertation has concluded the strategy, the principle and the suitable of the regulation of IPO under the context of global communication.Aim at the mass media, the regulation of IPO both include the direct and indirect methods, the former consist of the investment of the system of abroad broadcast, the censorship and the management of media mechanism, and, the latter of express conference, media diplomacy and public relation. All the methods used have the same goal, namely, changes the public view and issue on some event. The regulations of IPO, also, aims to the policy agenda and the public cognize and take the measures such as building relationship among authority, organizations, media, and audience, exchange programs and issue the product of mass culture to impose purpose on it. Given the great effective on the IPO of the elite class, especially the policy and scholar elites, the elite diplomacy also play an important role in the regulation of IPO.The dissertation meanwhile analyzed the role of mass media in the process of building the IPO and point out that the role of media is a great narrator instead of a simple medium that provide a channel to message. It is the narrator that can and usual exaggerate, distort, blockade and shield the fact to audience and building the virtual world.Take the China threat theory, the dissertation shows the environment of IPO that China has faced and the urgency of improve and enhance the ability of regulation of IPO to China and draw the goal, principle, strategy and analyzes the positive and negative condition of China by attempt.
