Under the backgrounds of globalization of risk and the inter-superposition of a mediated society, the risk of international public opinion is the product of international public opinion spotlight which results from social events; meanwhile, it is the type of extremely high risk. Its substance is a series of possibility and uncertainty of social events that are brought about by international public opinion which serves as the best part of risk tolerance.On the basis of the research of risk management and international public opinion, this text put forwards the rational definition of international public opinion, and analyzes the main features of international public risk, its constituent elements and generative mechanism. Moreover, it takes the problems of Chinese food security in global society as an example, analyzing the internal and external causes which result in international public opinion risk, coming up with the related strategies that can supervises international public opinion, seeking to break down the international public opinion barriers of Chinese food security.
