With the development of computer and network, Education software is concerned extensively much more than before. The intelligent tutoring system has been studied since early 1970's. It take advantage of technologies of artificial intelligent, is full of promising . There are many intelligent tutoring system that is excellent in some way, but it is still a question to develop a ITS effectively as a whole. Knowledge representation, student model, teaching strategies and scheduling, natural language processing and interface are still studied as a key.This paper proposes and designs a software environment that consist of a series of tools and languages based on semantic net. It supports the development of ITS components such as the domain knowledge base, student model, tutoring strategies and interface. Domain knowledge being tutored is crucial to the. system, is represented in a semantic net. Each node of the net corresponding to some object or concept, is composed of the name associated with that node and a set of properties. The paper designs a domain knowledge representation languages that create and maintain the knowledge base.The overlay model is used as student model of the system. The domain knowledge representation language is applicable in maintaining of student model. Processing of student feedback is focused on answer of choice exercises. The semantic relations between exercise knowledge unit and other one are bridges between the answer and overlay model. The tutoring strategies can be represented in form of rules. The rules can reflect the pedagogical constraints of the knowledge unit. By SC grammar knowledge unit of semantic is translated into course dialog.Traditional ITS doesn't involve in computer network, collaborative...
