Research and realization web-based intelligent tutoring systems (WBITS) are of utmost importance owing to the reality that our home educational software lacks in intelligence. The essence of ITS is to teach students in accordance of their aptitude. However, the traditional computer-aided instruction acts just as knowledge transmitting tool. It doesn't understand the teaching materials, the objects or the methods. Furthermore, the students can't choose suitable learning materials and process according to their own cognitive ability, cognitive level and their interests.This paper researches the constructivism learning theory and artificial intelligence theory which are ITS's theory basis. Then, neural rule which is the combination of production rule and neural computing is introduced to serve as the knowledge representation method. After that, the architecture of web-based intelligent tutoring system is given. Finally, the knowledge database in this WBITS is designed and realized in detail.This paper lays emphasis on the design of knowledge database in WBITS. The design includes: domain knowledge database design, student model knowledge database design and teaching strategies knowledge database design. During designing the domain knowledge database, knowledge node is discussed. There is some relationship between two nodes and the relationship can be transferred. To the end, the domain knowledge is represented through a DAG During designing the student model, a comprehensive model is used in order that ITS can understand the students in detail and modify the model dynamically which lays a basis for teaching students in accordance of their aptitude. Finally, the knowledge relates to teaching experts' experience is represented through neural rules which are split into five types and stored in the student model and teaching strategies base respectively.The system is realized utilizing JSP+JavaBean+SQL Server2000 technology and now is experimentally running with high performance. It proves that this paper is of both theoretic and applicational value to the research for ITS.
