Abstract/Summary:
'You shu shu gao"(memorials about how to control Sichuan),the national library collection, is the original memorials to the throne, which was presented by Wu Tang(the governor of Sichuan province), general Chong Shi and the succesor Kui Yu and provincial commander-in-chief Hu Zhonghe during the period from1869(Tong zhi eighth) to1876(Guang xu second). It mainly consists of how to administer Sichuan and how to put down the peasant uprisings that broke out in the district which was bounded by sichuan, yunan and guizhou. It adds up to7volumes, equivalent to146pieces. There are89pieces which involve suppression of the peasant uprisings and reward and punishment. Church cases happened in Sichuan and Guizhou are11pieces. Memorials about soldiers' pay and provisions for Yun nan total20and relating to the layoffs and saving expenditure amount to26. Since ancient times conditions of the people in Sichuan have been quite different from other provinces."Chaos in Sichuan occured earlier than other places, peace came later than others." So in Chinese history it is a big problem how to administer Sichuan in terms of political domination. Xu Yongting in the southern part of Sichuan and places like Xing Wen,Chang Ning and etc. which are subordinate to Xu Zhou are adjacent to Bi Jie which is under the control of Gui Zhou, Zhen Xiong and Da Guanting. The areas stretching for hundreds of miles are so remote and vast that they became places where people of all nationalities gathered who could not bear the oppression and rose up in resistance and became the scourge of the Qing dynasty.Memorials kept in "You Shu Shu Gao" reflect several significant contests between the oppressors and the rebels from Tongzhi eighth to Guangxu second.With broad,rich and detailed information, it makes up for the inadequacy of the official historical data. As the valuable first-hand materials, it plays an important and integral part in studying politics, economy, military and changes in social classes, as well as in the promotion and prosperity of modern Chinese history and the history of ethnic relations.Recently achievements in punctuating and collating "You Shu Shu Gao" have not been available.It can be described as virgin land. In this paper, we view the national library collection "You Shu Shu Gao"which was photocopied by the literature microfilm center in2005(approximately140,000words) as the original manuscript, and regard these memorials which include Zhupi Memorials (less related pieces), Junjichu Copy memorials (the possesions of the first historical archives),Junji and archives in the Palace (preserved in national palace museum in Taipei) and Copy memorials in the Ministry of External Affairs (housed in archives of Taipei national institute) as reference. Subject to the Zhupi Memorials, with the methods of coparation, collation, complement and investigation, we contrast these versions word to word and decide to choose the best one.We have made necessary notes for the figures who are important and related to the memorials. Those necessary documents are copied according to their original content and longer memorials are abbreviated in order to reflect the latest research results. It is our hope to provide a better version with abundant information to researchers who have been focusing on the history about Qing dynasty.
