Market Access, Research, And University Professional Certification System

After entering WTO, China's domestic labor market would be taken place by an open international one step by step, and professional services trade will grow into flourish. According to the international practices, professionals who provide service abroad should hold a valid domestic degree and license or certification, and their home professional programmatic accreditation system and licensure/certification system should get recognition of destination countries, so that the professionals going abroad could have a guarantee to get a convenient and equal treatment without discrimination. Now the related institutions framework construction in China is still at its start stage and there is no platform for it to communicate with foreign practice in organization setting and implementation. In one word, both of the cultivation and practice of professionals in China are still wandering at a disadvantaged circumstance isolated from developed countries and districts worldwide.On the other hand, China's higher education has developed into a new stage with important historical implication and gives prominence to two features: the planned economy system has shifted to a market-oriented one with continuous improvement, and market has become a foundational mechanism in human resource deployment; mass higher education has come into being, some newly appearing rules and characteristics need deep analysis, study, exploration and reform. In particular, the difficult condition of graduate employment has thrown higher education into great challenge on its sustainable development, but some important opportunities to facilitate higher education reform and development do appeare at the same time. The new target of higher education reform in China in 21st century is to undertake some underpinning reconstruction toward an employment-oriented, market-oriented and social need oriented sustainable development system.Given considerations mentioned above, my dissertation takes profession and professionals, one of the most important articulate points between higher education and social need of human resource, as the focus, conducts systematic analysis of licensure and certification system, the market mechanism of professionals management which has a history of more than 100 years in the developed countries such as the United States of America and the United Kingdom, then describes and comments on the professional and specialized accreditation system which serves as a quality assurance approach professional higher education to make sure that graduates from accredited programs can meet the entry-level standard set by individual profession concerned. My dissertation also gives a separated chapter to the evolvement and recentdevelopment of professional higher education as a bridge between licensure/certification system and professional accreditation. At last, standing at the ground of theory of institutional innovation and reality of public government reconstruction, higher education administration and management reform and the elementary development of licensure/certification and professional accreditation system, my dissertation proposes three pieces of policy suggestions: to take licensure/certification system and professional accreditation system as an integer; to work dividedly and cooperatively by the government, professional association and higher learning institutions; to give prominence to international visions and elements.If there is any innovation in my dissertation, maybe such points as following could be considered in a broad sense.I.
