In the 21st century,compared with land economy,the marine economy rising rapidly.The marine economy has developed into an independent economic system,and is playing a more and more important role in the world economy. The marine economy is an important guarantee for the sustainable development of the national economy.A large number of high-level, high-quality marine talents will be the key factor to the marine economic rapid growth. For a long time,the development of "Ocean education" is scattered,disordered,automatic,and the education system has been lacking of uniformity and system design.Besides,the higher ocean education in China bears the dynamic shortage of the national marine economic development.In addition,the process of popularization of higher education will inevitably bring a rapid development of the higher education scale,which leads to the expansion of higher ocean education.However,the expanding speed and strength of higher ocean education will be limited by the ecological carrying capacity of the higher ocean education system. The popularization of higher education also requests higher ocean education ecological,systematic,improving the ecological carrying capacity.In this case,we urgently need to study the carrying capacity of the higher ocean education system and ensure the sustainable development of the higher ocean education. The research results and conclusions mainly include the following aspects:1. Based on the basic concept of ecological carrying capacity,the concept of higher ocean education has been put forward,and the elements of the carrying capacity of the higher ocean education system has been analyzed and it has been pointed out that the higher ocean education consists of three parts:the first part is the support part of the system, namely the elastic force;the second part is the foundation of the system, namely resource carrying capacity;the last part is the external constraint conditions of the system,namely environmental capacity. And from the different research perspectives,the carrying capacity has been classified into the macroscopic and microcosmic carrying capacity. The macroscopic capacity refers to the external load of the system,including the various pressure of natural environment and social environment,maintaining the balance of the system,the ability of self sustaining and self-adjustment,it reflects the mutual relations between the system and the external environment.And the research object is the relations between the system and the various external environmental. Microcosmic carrying capacity refers to the school for the center,exploring the school supply capacity by internal education resources,the constraints capacity by external development environment and changes with all kinds of pressure, the ability of self sustaining and self-adjustment,it reflects the mutual relations in the higher education system.2. Through summarizing the development of Chinese higher ocean education and ecological characteristics,we analyze the status of ecological carrying capacity and carrying capacity of the higher ocean education system,at the same time,take example by the experience of higher education Marine abroad,put forward a new idea for China current higher ocean education system.3. To analyze the the status of enhancing the macroscopic capacity of China higher ocean education system and the niche which influence the higher ocean education,we proposed the measures to optimize and improve the macroscopic capacity,namely stratified and diversity niche,optimize the system's internal structure,request for the best niche in the internal system,avoid fights and repellent vicious competition.It needs universities to realize the niche transformation and ascension at the right time.4. Through analyzing the internal system's attribute that affects the microcosmic capacity in higher ocean education system and three factors which affect the microcosmic capacity in China higher ocean education system, we put forward a new strategy to improve the microcosmic capacity in higher ocean education system.That is:adjust internal structure,promote resource carrying capacity;make full use of environmental factors,improve environmental capacity;dig deeper potential,increase the ecological elastic force.5. Based on the above theory research,we analyze quantitatively and research the microcosmic capacity in higher ocean education system , construct the relationship between the sustainable development ability of higher ocean education system and the microcosmic capacity,put forward the evaluation method of the microcosmic capacity in higher ocean education system based on the sustainable development ability,including the concept model,the measurement model,the evaluation index system and the evaluation standard,while with ocean university of China as an example,conduct a quantitative analysis of the microcosmic capacity based on the sustainable development.
