Sports venue is an important carrier of the development of sports and sports industry, and an important guarantee of meeting people's growing demands for sport. According to the data of the fifth national sports venue census, by the end of 2003, there were more than 850,000 sports venues, and 191.45 billion RMB construction funds accumulated over the years. From this, we know that the existing stock of sports venues is very large. However, compared with the huge population base, there is a serious shortage of sports venue resource, and contradiction between people's large demand for sports and entertainment fitness supply. According to relevant statistics, China's per capita area of the stadium is only 1.03 square meters, about 1 / 16 of America's level. In Europe, ten thousand people have the number of around 25 sports venues, but in China the number is only 5. Although there is a serious shortage of sports resources in our country, people generally feel a serious lack of training places while the existence of a large number of stadiums idled and wasted.The main cause of opening and using the sports venue facilities not fully is lack of service capacity recognition. Service capacity refers to the service level that a service system (organization) provides. Sports venue is a service place or resource, even an organization. The operation and management duty of stadiums is a process of turning resources into product. As a service organization for the sports facilities, this simple proposition implies a series of problems: although with the conditions of serving for the public, modern sports facilities may not be able to achieve sports services for the public, ie how to achieve Service outputs. During the process of turning resources into product, there are many problems worth discussing and studying, etting the evaluation system of service capabilityAnd so on.This paper studies cases respectively, Setting the evaluation system of service capability, according to the latest achievements theory of Henan Province Sports Center Stadium. Using cluster analysis method to analyse the indicators and setting Hierarchical Index System. At the same time,using the relevanlant analysis method to analyse the effective factors of severice ability in Henan Province Sports Center Stadium.The results of survey show that the Sports Center Stadium's service capacity in Henan Province is related to its human resources, facilities, time, customer and other factors. "Time" and "facilities" are significantly affecting the service capacities of the stadium in Henan Province Sports Center. This shows time is a very important factor to adjust the service ability. The realization of service capacities must rely on the support of sports facilities. However, the effect of the two factors, "human resources" and "clients" on the service capacities is not significant. The reason is that people are accustomed to measuring the use efficiency of sports facilities by the days of opening, the number of activities, the number of participants and so on. The usage only fixes on"space". People don't really realize the stadiums provide "sports service" and so on for the society. As for Stadium Sports Center of Henan Province, urban residents (customers) participating in fitness activities of recreation usually choose the site on the basis of the effectively service radius. Being away from the urban population is bound to affect the opening and using efficiency. At the same time, organizing large-scale sporting events, performing activities and so on will have the competitive pressure from the same city, and an even greater development and using plight for not high efficiency, thus make "human resources" and "clients" insignificant. Through cluster analysis, establishing the Service capacity Evaluation Index System table of Henan Sports Center Stadium.Finally, the author proposed the effective factors of severice capacity in Henan Province Sports Center Stadium through analysing the results.The effective factors including four aspacts and nine factors such as human resources (attendants'service ability, management ability of stadium, operational ability), facilities(facilities places, facilities surroundings),time(opening time of the stadiums, consuming time of the customers)and customers(consumption types, consumption motivation).
