Research On The Construction Of The Evaluation Index System Of The Transformation Ability Of University Think Tanks

As public decision-making system changes,think tanks are becoming an important intellectual support of the government.The university think tank is the need of the socialist university to adhere to the "four services",and it is an important way for the university to serve the economic and social development.,a large number of new-type university think tanks have emerged under the guidance of national policy,but the efficiency of results transformation is still low.This paper focuses on the key point of the achievement transformation ability of university think tanks,and constructs the evaluation index system of the achievement transformation ability.The purpose of this paper is to promote the construction of university think tanks and improve the achievement transformation ability,and to put forward operability suggestions.At present,most of the research on the evaluation of think tank focuses on the impact evaluation,and there are a few studies on the evaluation of capacity.Based on in-depth interview texts,journal articles,news reports,policy texts and other materials,this paper constructs the model of transformation ability of university think tanks by the Grounded Theory.Finally,it forms the evaluation index system of the transformation ability of university think tanks,which is composed of five first-class indexes,such as the level of intellectual resources,the capacity of internal governance,the capacity of production of achievements,the capacity of dissemination of achievements,and the level of external support.And it is composed of 15second-class indexes,such as the brand characteristics,the basis of disciplines,the basis of talents,the ability of obtaining funds and the ability of selecting research topics.Then,this study uses experts to grade the indexes,and uses AHP method to determine the weights of the indexes.In this paper,DEMATEL is used to analyze the relationship between the index,calculate the center degree and reason degree,and calculate the comprehensive weight of the index system with AHP weight.Finally,this paper explains the application method of the evaluation index system of the achievement transformation ability and evaluates the achievement transformation ability of C think tanks in Liaoning province.Based on the evaluation results,the paper puts forward the suggestions to improve the transformation ability of C think tank.
