The old city of Beijing, which is called the essence of Chinese historical cities. Within the rapid progress of urbanization, the conservation and development of old city becomes more important than ever before. This paper focuses on the process of reservation on Beijing historical city in the first decade of the new century. It reflects objectively how the government,the experts and the public act on the reservation by using some sorts of analysis, induction and interview. And the paper is trying to find how to solve the inevitable problems on the reservation of old city.There are three parts:The first part reviews the conflicts on reservation and development we faced at the beginning of this century, and discusses the relevant experiences of other foreign countries.The second part describes the practices on the process of making a reservation plan of Beijing historical city. It also analyzes systematically the problems we faced and the progresses we made. After the implementation of the eight plans, the concept of the government changed a lot, they turned to pay more attention on the reservation little by little. Experts and the public played an important role in this procedure. Through ten years exploration, a triple reservation system was now founded, that includes "one emphasis, three levels and two extensions".The third part comes to a conclusion on the implementation of the reservation plans according to the principle of "from the practice to the practice". The writer also offered his own concepts and theories on the reservation of the old city.The paper is trying to find the way to solve the problems on old city reservation by a special view. It offers some references for the reservation job and makes Beijing a cultural city.
