In 1982, State Council of the PRC confirmed the first National Park; it marked the beginning of the Chinese career of Scenic Area. 20 years later, the Chinese career of National Park entered into the standard way gradually. Its mark is the publish and operation of "Code for Scenic Area Planning" in 2000 and "The act of Scenic Area" in 2006.In 1985, China joined in "World Heritage Convention" . The World Heritage sites of China become more and more, Scenic Area becomes a colony, it has shaped and becoming more and more big.Chinese World Heritage draws a great deal of tourist and creative arresting economic benefit. At the same time, sustainable development problem arouses the concern of public and expert. The technique action and laws about Scenic Area and the better plan theories of Scenic Area are important. It is our duty that we should preserve human common heritage .it also is our promise to international.From 1980s century, the work of plan of Scenic Area had begun, the general plan of Scenic Area had established and executed for about 20 years, now, it is the time to modify the old plan. Some practices need the direction of the developed theory. So the build and improve of the plan theory of the "World Heritage—Scenic Area" is instant.The object of this explore is Mount Lushan that is one of the world culture inheritance. The author observes and reflections the hundreds histories of Mount Lushan with the spirit of the World Heritage. And sums the experiences and lessons so that find and abstract the common meaning. Following ,the author build the theory plan frame of " World Heritage —Scenic Area" from the source of subject of World Heritage, environment ethics and scenery subject.
