The optimization of industrial layout is an important way to revival the northeast old industrial base. As a typical old industrial base in northeast C hina, for Jilin Province, manufacturing is still main part of the industry, but due to the regional development shift and their own institutional decline, there exists many problems of manufacturing in Jilin Province, such as backward, polarization layout, single industrial structure, etc.. The spacial structure of manufacturing in Jilin Province shows different features, there are differences about labor of division in three belts, and there also exit many problems, such as lack of industrial spatial contact, low degree of regional collaboration, industrial spatial organization structural deficiency, etc.. So it is core content of reconstructing manufacturing location to adjust the unreasonable layout, strengthening the cooperation between the central region and the western and eastern region, integration regional superior resources, and set up reasonable manufacturing division system. Based on the theory of industrial location, industrial spatial structure, industrial spatial organization, and the global production networks, this paper combined location factor restructure and industrial special restructure and formed the theory framework of manufacturing location restructure. The situation and problems of manufacturing spatial layout in Jilin Province were researched from industrial spatial structure and enterprise spatial organization. And this paper explored the problem whether there exits spatial restructure, and what the process of restructure is. The restructure process of manufacturing location factors was studied to explore the inner mechanism of the spatial restructure. Finally the countermeasures to optimize the manufacturing layout were put forward.This paper mainly includes 5 parts:1.The mainly basic theories of manufacturing location restructure including relevant concepts and enlightenment were elaborated based on the basic conception.2.This paper applied spatial agglomeration index, industrial concentration index, and multiple linear regression model to research the agglomeration characteristics and the industrial structure evolution characteristics of manufacturing, which including evolution of distribution pattern, evolution of industrial structure, layout of some pillar industries, influencing factors and dynamic mechanism.3. Expounds the restructure process of location factors of the Jilin Province, and the primary factors impacting on manufacturing spatial restructure are studied, which including market, institutional innovation, talent and technology, industrial structure, resources and environment constraints, etc.. and we summarizes the dynamic mechanism of spatial restructure. O n this basis, the paper researches regional division pattern characteristics and industrial chain spatial expansion characteristics. Research on regional division mainly includes the judgment on regional manufacturing centricity and professional characteristics. Study on industrial chain mainly includes departments associated characteristics and the analysis on industrial chain concentration, as well as the impact on regional spatial pattern.4. This paper research the change of manufacturing enterprise spatial organization, which including spatial relationship and networking features, the spatial relationship between enterprise branches build by large enterprise group, localized networks features promoted by enterprises cluster, and the impact of global production network on manufacturing spatial relationship and industrial upgrading, etc.5. The countermeasures are concluded on the above research results, which including manufacturing spatial layout optimization measures and industrial structure upgrading measures from the perspective of spatial structure and industrial structure; and export-oriented development measures from the perspective of market; and technology innovation and intellec tual property rights measures from the perspective of innovative development.The main conclusions are as follows:1. The agglomeration level of manufacturing in Jilin Province has improved since 2003, and the central region is mainly agglomerated region. Manufacturing structure adjustment is larger After 2009, and the industr ies tend to be diversified. Pillar industries tend to distribute in central cit ies. Manufacturing agglomeration in Jilin Province is negatively related to urban environment, and positively related to such factors as marketing level, location, labor resources, capital, science and technology innovation ability. The influence of policy and institution reflects in economic system reform and government behavior.2. Marketing level and geographic concentration of technology and knowledge become important driving forces for manufacturing geographic agglomeration; the influence of resource factors on manufacturing location reflects in regional resources endowment and the transformation of resources city. The influence of environmental reflects in ecological environmental bearing capacity. The innovation of institution and mechanism is embodied in the market reform measures.3. The regions with highest central index of manufacturing are Cha ngchun and Jilin, while the other counties are relatively lower. For Jilin Province as a whole, there are certain regional division of capital- intensive and technology- intensive industries, and labor intensive industry is wildly distributed, but it still has a regional differences inner this type of industry. It showed a trend of specialization of manufacturing in Jilin Province overall. Combining the centricity index and specialization index, it could be divided into four functional areas of Jilin Province: central integrated manufacturing area, southeastern technology- intensive manufacturing area, northeastern labor-tech manufacturing area, western labor-capital manufacturing area.4. The overall pattern of manufacturing spatial relationship is considering the core city as growth pole, and major traffic arteries as economy shaft. The manufacturing spatial relations has enhanced gradually since 2004, and showed new patterns in 2013. The manufacturing relation networks tend to be more compact and accessibility from 2004 to 2013. O verall speaking, manufacturing in Jilin Province has formed a network pattern as " generally spread, local agglomeration" and "divided associated".5. the main nodes of spatial network of manufacturing enterprise groups in Jilin Province are C hangchun, Jilin, Tonghua and Dunhua. The group types are transportation equipment, chemical raw materials and its products, and the pharmaceutical companies. The branch companies in the province has formed four enterprise agglomeration areas. The group network nodes are established in the eastern and southwestern cities, and the relationship direction are mainly composed from north to south.6. The spatial distribution of automobile industry in Jilin Province is uneven. At present, there are four automobile enterprise agglomeration areas, respectively is southwest of C hangchun, middle east of Jilin, Liaoyuan, taobei district of Baicheng. In Changchun, it has formed automobile enterprises cluster. And distribut ion feature of cluster enterprise presented from axial direction to planar. For the automobile industrial cluster in C hangchun, vehicle enterprises are all the branches of FAW Group. The relationship networks composed by vehicle manufacturers and large-scale accessory enterprises form the basic pattern of automobile industry cluster network.7. Taking FAW-Volkswagen Automobile Co., LTD for example to study the process of transnational enterprises embedding in and upgrading the localized production network in Jilin Province. Through cooperation with the Volkswagen companies in terms of capital and technology, FAW Group achieves a comprehensive upgrade in brand building, technology research and development, sales network construction, industrial chain extensio n and other aspects. In addition, the Volkswagen also successfully realizes the integration in the automobile networks of the old industrial base and saves a lot of access costs.In view of the above conclusions, this paper put forward the development and layout optimization strategy of manufacturing industry in Jilin Province from four aspects: spatial layout, industrial structure, outward development and innovation development.
