Study On The Idle Homestead Development Mode From The Perspective Of Leisure Agriculture

Under the background of rapid urbanization, the basic situation in our country is the coexistence of the shortage of land resource and a large number of rural homestead left unused or extensive usage. The long-term idle homestead gradually leads to hollow village, resulting in the waste of land resources. Meanwhile, unreasonable development will produce new social problems. In recent years, research on land issues gradually become the attention focus of the scholars in various fields, but there are problems worthy of further study on land development model. This paper explores the idle land development pattern from the perspective of the development of leisure agriculture, hoping to give full play to the leisure agriculture’s characteristic of agriculture, industry and business. In the premise of not conflict with the existing national laws, the paper explores an effective path to realize the multiple stakeholders’ pursuit of value including farmers, government, market and society. Make it become an effective way in solving the idle land problem in the process of urbanization, has important theoretical value and practical significance.In order to explore the development mode of idle homestead from the perspective of leisure agriculture, the paper bases on the relevant literature collected, along the logical way of thinking questions, analysis problem and problem-solving, under the guidance of the theories of the multifunctional agriculture theory, industrial distribution theory, resource optimize configuration theory, stakeholder theory and etc, takes the train of thought of multi-angle and multi-level, harmonies the theoretical research and empirical analysis, quantitative analysis and qualitative analysis, uses various research methods including comparative analysis, hierarchy analysis and case study method. The main research contents and conclusions are as follows.Firstly, the driving force of idle homestead development includes foreign aid and internal motivation. The paper analysis the cause of the idle homestead’s difficult position, suggests that the low rural land benefit is the substantive reason in economic factors, unclear of rural land ownership is the primary cause in institutional factors, and there are various factors such as administrative factors, social factors, environmental factors and ideological factors and etc. Based on the analysis, it puts forward the dynamic mechanism of development should including foreign aid which includes the policy and fund, and endogenous power which includes collective and farmers.Secondly, idle homestead development from the perspective of leisure agriculture is reasonable. Base on the law framework analysis of the homestead, the paper suggests the idle homestead development as a reasonable path from the perspective of leisure agriculture. First, it is in accordance with the existing laws and regulations. Second, the development prospects of leisure agricultural is broad. Third, the resource can meet the needs that leisure agriculture demands and the expected value of the agricultural resources should be realized at the same time. Forth, the value orientation among the development of leisure agriculture and different levels of stakeholders such as farmers, village collective organizations, government and etc is; coincident.Thirdly, the feasibility study on idle homestead development from the perspective of leisure agriculture is an important step that make the theoretical research go into practice. The paper considers analytic hierarchy process as the suitable method for evaluation model building. It takes the factors of location facilities factors, resources conditions, social and economic factors as resource suitability effect factors, uses Delphi method to determine the distribution of index weight, constructs the suitability classification standard which should be divided into suitable area, second echelon suitable area and unsuitable area. In order to achieve better development vision, the paper only discuss the development mode in suitable and second echelon suitable area.Fourthly, we should according to the characteristics of leisure agricultural, construct models for different types of rural areas. Limited by the limited ability, the paper only analysis the study sample within Fujian Province. We select Baoshan community (village) in Quanzhou city, Mengyuan village in Ningde city and Jukou village in Wuyishan city as the representative of the typical cases of rural city edge countryside, mountainous area countryside and scenic spot edge countryside. On the base of evaluating their development suitability, we put forward their development direction and construct three modes including urbanization leading mode, intensive in the village mode and village center integration mode.Fifth, the development of idle homestead needs security system supporting. The paper suggests that should make clear the core concept, should formulate and improve relevant system including the construction of rural homestead legislation system, the use right system of homestead and the construction of social security system, should let various tissues play the positive role,should strengthen the capital security construction such as increase financial support for agriculture, broaden the channel of rural financial institutions to raise funds and encourage farmers’ capital investment.
