The Research On The Problem Of The Rural Idle Homestead Trading

In China, the area of the rural homestead for each farmer is increasing every year; it had gotten much larger than the stander. On the one hand, the newly built house is getting more and more, it took a lot of land, however, the former homestead for house was wasted because the land was not given back to government for reusing. On the other hand, urban construction land, construction land is occupied by a large number of industrial land, tensions between people and land is very tight. The essence of the trade of the rural undeveloped reserved land for house is to solve the problem that we are in short of land for constructions of cities and industries, by allowing the authority of using the rural idle homestead to be traded between farmer and farmer, rural and urban. The trade of the authority will make the land be used more efficiently, and it will increase the farmers'wealth as well. The point in this paper is that the good running of the trade of the rural homestead for house and the efficient using of the land must be based on the condition that there are complete rules for the trading.The paper argues that the transfer of the rural homestead,and the improvement of the using efficiency,rural collective construction land use rights directly involved in the transfer of a land market so that famers participate in the land element of industrialization and urbanization,dividend distribution,urban and rural development,land two-way flow of capital and other factors important way.The construction of this paper is as the following:Chapter One:the introduction. It is mainly about the background, the purpose, the meaning and methods of the research.Chapter Two:the theories that used in this paper. The theories are related to the trade of rural reserved land for house, including the relevant notions, the theory about the changing of the system, the theory about social security and the coordination of rural and urban development. We focused on the theory of social security. Chapter Four:analysis of the current situation and problems of the trade of the rural undeveloped reserved land for house, and the reason that they occurred. We began with three aspects:the first one was the general situation of the trade of the rural undeveloped reserved land for house. The second one was analysis of the problems in the trade; it's mainly about how the problems came out and the effect of those problems. And the last one is founding out the cause of the problems.Chapter Five:the form of the trade of the rural undeveloped reserved land for house, we separated it into 2 parts:the one is the practice of the trade of the rural undeveloped reserved land for house in certain area in China; the other one is to find out the form fit the current situation in China best by evaluating all possible forms. Make sure that there will not be any damage of the farmers'wealth.Chapter Six:the conclusion and the advices on strategies.Chapter seven is the research on the further problems.
