The Study On Rural Homestead Idle In Linwu

Idle rural homestead has become a phenomenon all over the country,but the percentage of idle homestead has a close connection with the area’s economic development level,government administration level,and landform and culture tradition.So,How to deal with the problem of idle rural homestead has to take the area’s economic development level,geographical location and the degree of lying idle into consideration.Based on the above explanation,the study focuses on seven villages of LinWu County,with an analysis of seven villages’ economic development levels,geographical locations and the influence degree of arable land per capita to idle rural homestead.The study on current situation of rural homestead idle in order to put forward countermeasures for idle land consolidation,and improve the efficiency of land resource configuration.The arrangement of the idle rural homestead is related to the vital interests of the farmers,and the implementation of the relevant public policies of the homestead area also needs the active cooperation of the rural residents.Based on the public participation theory,this study sending 200 papers of questionnaire to collect rural people’s ideas on how to deal with idle homestead.On the basis of collecting farmer’s Suggestions,the author puts forward some Suggestions on how to organize the house base by using the theory of resource allocation.The main conclusions of this study are as fellows:(1)the percentage of idle homestead is about 27%in LinWu,and income level has a direct impact on idle rural homestead,while geographical locations and arable land per capita do not play so much important role.(2)The negative influence of the local rural residents on the vacant site is more unified.Rural people have a strong willingness to arrange idle rural homestead,and believe government should support them with detailed policies,funds and programs.(3)On dealing with idle rural homestead,it is suggested that the public policy should be rationally formulated on the basis of public participation,and a combination of policy making and economic tools should be applied.Property rights of rural homestead should be clarified;the land policy of "one residential base for one household" should be rigorously implemented;by combing the policy of targeted poverty alleviation with the dilapidated house transforming,idle rural homestead should be fully utilized and the use ratio of homestead has to be incorporated into the town government performance assessment;the subsidy of new countryside construction and building new house should be changed into the subsidy of demolition of old house;idle rural homestead trade market should be opened.
