Analysis On The Causes Of Rural Homestead Idle In Central China

With the great support of the Party and government,the new-type urbanization has been experiencing rapid development in recent years.The State Council has already released various policies aimed at advancing the new-type urbanization.The innovative point of new-type urbanization lies in its emphasis on the urbanization of people as well as land.With the advance of urbanization,a growing number of people from the rural area have been flowing into the urban area.However,many of those people still hold the rural registered permanent residence and rural homestead.On the one hand,because the rural homestead has the features of being free and social welfare,many farmers are not willing to give up their rural homestead.As a result,a growing amount of rural homestead has not been inhabited for a long time.With the rural homestead left idle,the land resource has been wasted seriously.On the other hand,the red line of farmland area of 1.8 billion mu(120 million hectares)should be adhered too.The huge demand for urban construction land should be also satisfied,which has caused the soaring price of construction land and also worsened the conflict between the supply and demand of the land.Hence,how to make the best use of rural homestead and release the inventory of rural homestead has become an effective solution to relieving the conflict.It is also of realistic meaning to research the purchase of idle rural homestead.In the past,many scholars once made various researches into the current status of idle rural homestead at the macro level.But the case analysis is still rare.Under this background,this paper is devoted to making an empirical analysis in Dangzhuang Village,Nanwu Town,Yanling County,Xuchang City of Henan Province with a long history and an urgent problem related to idle rural homestead.Firstly,the firsthand materials have been collected by means of questionnaire and interview.Secondly,by combining qualitative analysis and quantitative analysis,this paper has conducted the qualitative analysis on the cause of idle rural homestead.Logistic model has been also utilized to make the binary regression quantitative analysis on the factors which may influence the idle rural homestead.Lastly,based on the result of model analysis and the views of those farmers surveyed,this paper has offered some advice suitable for Dangzhuang in the hope of providing some reference for other areas in China to deal with the idle rural homestead.It also hopes to make some contribution to the development of new-type urbanization.The main conclusions of this paper are as follows:Firstly,according to the result of survey and analysis,the idle rural homestead can be attributed to some factors,such as economic factor,social factor,the factor of legal system and the factor of farmers’ awareness.As shown by the result of Logistic binary regression quantitative analysis,the significant factors influencing the idle rural homestead have included the age of the farmer,level of education,household size,migrant labor and the quantity of rural homestead.Secondly,based on the results of qualitative analysis and quantitative analysis as well as the views of those farmers in Dangzhuang Village about the disposal of idle rural homestead,some measures can be taken to solve this problem,including building the new rural community,supporting more migrant workers to return for starting their own business,pushing forward the development of the enterprises in townships and villages,strengthening the execution of relevant policies as well as enhancing the publicity about relevant laws and policies.
