Research On The Influencing Factors And Reuse Methods Of Idle Homesteads

For more than 40 years of reform and opening up,the rapid development of China’s economy has,on the one hand,increased demand for construction land;on the other hand,the expansion of construction land also threatens the safety of cultivated land.From 1996 to 2016,the rural population declined by 260 million,but the size of rural settlements increased by nearly 3.03 million hm2.At the same time,the rapid development of cities has increased the demand for urban construction land,but the number of new construction land newly added by the country each year is limited,and the contradiction between urban and rural construction land has become increasingly prominent.The problem of idle homesteads has seriously hampered the development of rural areas.It is one of the focuses on rural development to tap the potential for homesteads and realize the reuse of homesteads.For the first time,the 19th National Congress of the Communist Party of China proposed the strategy of "Village Revitalization ",focusing on improving the appearance of villages and villages,and encouraging the construction of ecologically livable settlements of concentrated areas.The proposal of the "Village Revitalization "strategy brings policy dividends for the use of homesteads.In order to effectively to resolve the conflict between urban and rural construction land,the state piloted the implementation of demolition and reclamation policies to provide new ideas for the reuse of idle homesteads in the pilot areas.This article clarifies the basic situation and influencing factors of idle homesteads through field investigations into 7 townships in Yangchun;puts forward the idea of "reuse according to different reasons,summarizes the 4 types of reuse methods and applicable situations in practice,and analyzes the choices of farmers Willingness in different ways;introducing an innovative way of reusing idle homesteads-demolition of old reclamation policies.It is a "new policy "to resolve idle homesteads.It summarizes and analyzes the experience of Guangdong Province in the pilot areas.The main conclusions are as follows:(1)Through field surveys in 7 towns in Yangchun City,the homestead vacancy rate in this area is 26.4%.Factors affecting homestead vacancy in the area are:age of the head of household,education level,total household population,per capita annual income,per capita homestead Base area and homestead location.The age of the head of household,education level,total population of the family,and annual income per capita are significantly negatively correlated with idle homesteads;the area of the homestead per capita and the geographical location of the homestead are significantly positively correlated with idle homesteads.(2)From the four dimensions of farmers ’ cognition,economic perspective,homestead attributes and location conditions,the idea of "reuse of idle homesteads is proposed,and the four kinds of reuse of demolition and old reclamation,comprehensive transfer,three old reconstruction and self-use in practice are summarized the way.Factors affecting farmers ’ choices of reuse of idle homesteads include:family farming population,per capital homestead area,and whether homesteads are located in the suburbs of cities.The larger the family farming population and the larger the per capital house ited area,the more inclined the farmers are to choose the recycling method of demolition and reclamation;the residential site is located on the outskirts of the city,and the more inclined the farmers are to choose the comprehensive circulation of reused methods.(3)The applicable conditions of the demolition old reclamation policy is sufficient capital guarantee and urban construction land index in short supply.Policies effectively solve the problem of idle homesteads and supplement urban construction land indicators;effectively protect the rights and interests in farmers and achieve mutual benefit and win-win results;improve the efficiency of policy implementation and reflect the value of transaction indicators.However,there are also practical difficulties and hidden dangers.From the perspective of demolishing and reclaiming the main bod,one-size-fits-all will make farmers dissatisfied.The follow-up security issues of farmers are worthy of attention.The government ’s rent-seeking behavior should also be curbed;Cultivated land security may cause idle space transfer;from the perspective of long-term benefits,if the supply of reclamation indicators exceeds the demand,the old demolition method cannot be used.The problem of idle land is worth further study.
