In today’s world, the status and role of culture is increasingly important. As the core part of culture industry, the press and publication industry plays an irreplaceable role in realizing the powerful cultural country and improving the national soft power. Compared with the domestic current abundant cultural industry evaluation, academic research about the evaluation of press and publication industry development is very limited. In this paper, the development of the press and publication industry is quantitatively calculated by using the method of index evaluation, which can reflect the development of press and publication industry systematically, multi-dimensionally and scientifically and provide a reference for government industry planning and policy adjustment. At the same time, it can also provides the data support for the objective analysis of the influence factors of the development of the press and publication industry. The main research work of this paper can be summarized as the following aspects:In this paper, it firstly orderly reviewed related cutting-edge research of the press and publication industry at home and abroad. It designed the press and publication industry development index evaluation index system composed of the news publishing industry scale index and the news publishing industry efficiency index and formed by "4 partial index and 19 measure index" on the basis of in-depth analysis of the connotation and characteristics of the press and publication industry, combined with the current situation of the development of the press and publication industry, and put forward the evaluation idea of index combination weighing adopted to the method of Extension Analytic Hierarchy Process (AHP) and Principal Component Analysis (PCA).Secondly, this paper carried on the influence factors research work for press and publication industry development, which put forward the influence factors framework system by using the theoretical analysis tools such as PEST, screened and confirmed the influence factors combined with single sample T test, finally selected 9 indicators (the industry public finance expenditure, per capita GDP, residents educational entertainment consumption tendency, number of mobile phone subscribers, the Internet penetration rate, number of industrial employees, whole society fixed assets investment, number of industry invention patents and industry research and development spending inputs) as the influence factors and then analyzed the hierarchical structure relationship between various factors meanwhile by using ISM explanation structure model.Once more, this paper carried on the empirical research of development index and influence factors for Chinese press and publication industry. It mainly has the following two parts. The first part measured all the press and publication industry development index score on the basis of former index evaluation system and using weight values obtained by using statistical data and combination weighting during 2005-2014 years. The second part treated the development index of press and publication industry as the dependent variable and the 9 influence factors as the independent variables, adopted the principal component regression model empirical research and obtained key influence factors of press and publication industry. The study combining with ISM, finds that industry input element and market demand element are two sorts of important factors driving the development of press and publication industry, and in two sorts of factors, number of industry invention patents, industry research and development spending inputs, whole society fixed assets investment, number of industrial employees and residents entertainment consumption tendency are most significant.Finally, the article puts forward the concrete policies to promote the development of press and publication industry from the scientific and technological innovation strategy, capital investment strategy, demand guidance strategy, talent support strategy according to the above theoretical and empirical analysis, in order to provide theory and practice reference for China’s press and publication industry development.
