While cyber technology has played a huge role in promoting the development of human civilization, it has also brought a wide range of security risks of personal and social. When entering the 21 st century, with the growing popularity of the cyber as well as penetrating other areas of politics, economy and culture, and the gradual emergence of cyber security issues of scale, the cybersecurity has become an important factor seriously affecting national security in some ways. Therefore, cyber security has become a non-traditional security issue countries have to face. At the same time, competition in the field of cyberspace has begun, whether active or passive involvement lead to, hailed as the "fifth space" commanding heights of the battle in all the major countries have already started. As the largest developing country and the largest developed country in the world, China and the US have not only emerged respective cyber security issues, but also because of cyber security issues between the two countries underwent intense cyber friction. Cyber security has become an important China-U.S. bilateral relation factor. Cyber security issues has came to the national level, since the emergence of the now only about 15 years, while the US and China cyber friction began to show from 2010, and "Prism" incident will push the international political issues in cyber security the high point until 2013. Faced with the sudden cyber security issues, we need a clear understanding of the proper solution, and more general situation of China-US relations is necessary to resolve the conflict in cyber security and cooperation to safeguard the world’s most important bilateral relationship.To solve these problems, this paper analyzes the international political perspective of cyber security issues, and tries to separate the concept from a computer science point of view aiming to define the cyber security issues from the national security point of view, and sorts it in the international political environment development context and trends. On this basis, the author began to do the research on the evolution, development and current situation of the cyber security of China-US relations, and did comparative analysis of policies and strategies, and then came to the impact of cyber security issues on China-US relations, and put forward their suggestions in order to properly deal with the issue of China-US cyber security problems, strengthen China-US cooperation in cybersecurity, to stabilize the overall situation of China-US relations purposes according to the study conclusions.Analytical framework used in this paper is the national security doctrine. Within the national security doctrine, the concept of cyber security can be defined from the perspective of international politics, so conceptually independent, clear, to facilitate a study and discussion. Specifically: First,the thesis put the theoretical framework of national security, to define the safety and national security, and national security theory of history; secondly lead to the theory of non-traditional security through national security doctrine development context, in non-traditional security theory perspective national security from the traditional military security, political security and gradually expand to secure the economic, political, cultural and other non-traditional security issues thus become the object of national security theory. We can say that that non-traditional security issues are included in the study of national security, reflects that the international situation is generally peaceful in the era of globalization with the integration features. Therefore, the non-traditional security issues is an open set, and the content will be constantly enriched with the times going on. In the 21 st century, there is a cyber of large-scale applications, cyber security has become one of the non-traditional security issues in recent years, and attention has been widely from various national governments. In addition, in order to emphasize the political nature of cyber security issues, this paper elaborated the attributes of cybersecurity "political" and "sovereignty" in order to identify cyber security issues under the political implications.For the study of China-US relations in the cyber security issues, this paper analysed the problem from two aspects. On the one hand from the longitudinal it focuses on current events, history, evolution and current status of China-US cooperation in the cyber, the cyber of friction, conflict and other cyber security issues, conduct data compilation and description,to understand the impact of cyber security issues in China-US relations from the perspective of the fact that role, position. From the horizontal comparison on the other hand, the paper analysed the gap between the US and China on the issue of respect for the concept of cyber security awareness, policy,and strategic planning,to identify cyber security interests of China and the US and the intersection point of conflict.In summary, this paper on the cyber security system in this new perspective explored the China-US relations. Because the relative researches in terms of monographs and dissertations are still rare, there are some difficulties and challenges in the study. But in other respective there is a corresponding opportunity to bring innovation and opportunity. This paper attempts to analyse the cyber security issueson the international political significance from the government point of view of the practice, so different from the previous studies on the concept definition. To examine the issue of China-US cyber, the paper tried to compare three levels proposed in different fields : awareness, policies, strategies, in oreder to have a deep and clear understanding of the effective control of the China-US cybersecurity differences and strengthen cooperation between China and the US cybersecurity a necessary prerequisite. China-US cyber security issues and the proposed decomposition and downgrade targeted solutions is one of the results of this study. In addition, this paper attempts to apply some of the knowledge and theoretical aspects of computer cybers in the article, I hope to make a little contribution to interdisciplinary studies.
