Based on previous studies, this dissertation make the basic concepts of public health, resource allocation, government responsibility as a starting point, explore from public goods, market failure, the new public service theory and the classical theory of welfare economics as the theoretical basis. Also making the field research in Beijing, Guangxi, Hubei as practical basis, it analyzes the status quo of public health resource allocation and its problems, the reasons coming from the government. Then, it learn the public allocation of health resources experience from foreign countries such as the UK, USA, Germany, Singapore and other countries of, start a detailed exploration about the government responsibility of allocation of public health resources. At last, the dissertation wants to innovate in the public health management system, health resource allocation planning, public financial investment, the main way of resource supply, rural resource allocation and related institution, hoping to make a useful exploration to effectively play our public health resources allocation of government responsibility.This dissertation contains six chapters, the specific content are as follows.The first chapter is the introductory part. It analyzes the research background and research significance, research status of public health management, resource allocation and government accountability, and describes the thesis research methods and ideas. Also the core concepts of public health, resource allocation, and government responsibility are defined.The second chapter is the theoretical analysis of public health resource allocation. From state functions in the social contract, it analysis the theoretical perspectives of public goods, market failure, the new public services and welfare economics, explore the government responsibility on institution, investment, market, regulatory. It also describes the allocation principle, such as fair and efficiency, limited protection, systemic principles.The third chapter is analysis section on the status of government responsibility on public health resource allocation. First it reviews of the three historical phases of public health resources allocation, and then focus on the status quo of government responsibility of the current public health resource allocation. It analyzed the general situation of the public health resource allocation, make a quantitative evaluation based on field research and survey in Beijing, Hubei and Guangxi.The fourth chapter is the section on the problem of resource allocation and its causes. It analyzed the five aspects of public health resource allocation, such as the general lack of resources, quality of service is not high, the health resources allocation among different regions and between urban and rural areas is not balanced, as well as lower allocative efficiency. As for the reason, both government lack of awareness of the public health management responsibility in resource allocation, but also the factors in the management system, financial inputs, as well as governance mechanism is not perfect and the impact of market tendency.The fifth chapter is the part of learning and research experience. From the introduction and conclusion of the experience of the United Kingdom, the United States, Germany and Singapore in the public health resources allocation, we can draw some rewarding experience for our public health resources allocation, such as the fairness of the goal, funding diversification, government-led, and the use of legal means to improve the degree of institutionalization.The sixth chapter is a core part of this dissertation. Hopes to build effective public health management system, improve national and regional public health resource planning, financial resources to improve health security system, pluralistic and participatory resource allocation to enhance the efficiency of public health, strengthen public health services in rural and community, and optimize the public health workforce resources, essential drugs and sharing of health information systems and other ways to strengthen government responsibility, make the useful exploration to build a viable, scientific, and characteristic public health resource allocation system.
