Study On Government Responsibility In The Equalization Of Basic Public Health Services

As the first defending line to ensure people’s health, basic public health service gets involved in some basic livelihood issues such as the survival and development of social human resources. With the aging of population in our society and unexpected public health events taking place frequently, the prevalence rate of various chronic diseases increase sharply, and people’s demands for basic public health services are growing day by day. However, because of unbalanced development of economy and society in China, un-coordinated development of urban-rural dualism, deviation between our government’s value orientation and its behavior choice, basic public health services in our country are insufficient, and the non-equalization situation continue to increase. All these led to inequity and imparity in our society.As a public goods, basic public health services equip with noncompetitive, and government’s offering of it can improve one place’s total welfare effectively. In China, under the guidance of our government, the equalization of basic public health services can narrow down the inter-regional gap and city-rural gap of economic and social development. It is also an inevitable path to ensure social fairness and justice and to ensure all people can share the fruits of reform and development. At the same time, it will mollify the conspicuous contradictions in the medical and hygienical fields in China at present. Therefore, our government has unshirkable responsibility for achieving the equalization of basic public health services, and some aspects such as organization and advocacy,testing and supervising and financial investment are especially important.According to characteristics of its economic society, resource geographical and historical development, Chongqing Municipality exerted a profound effect on this work during the process of developing equal basic public health services. As the urban and rural overall reform pilot authorized by the State Council, Chongqing Municipal Government and Health Administrative Sector paid high attention to the work of realizing equal basic public health services, and made some useful attempts at financial investment, organizational management and performance assessment. Although some achievements have been made, there are still many many problems need to be solved such as unreasonable financing agent, insufficient service ability in rural areas, poor collaboration among each departments and so on. In the coming work of developing basic public health services, governments at all levels should make further efforts on getting their responsibilities in the services into shape; each departments should strengthen communication and collaboration; human resources construction of rural health should be highlighted during carrying out basic public health services; taking the opportunity of balancing urban and rural development, promote basic public health services in Northeast and Southeast of Chongqing strongly, and finally realize the equalization development of basic public health services between urban and rural areas or among different regions in Chongqing Municipality.
