Study On Urban Design In The Background Of Urban Planning System Reform In China

This paper regards urban design as an informal planning type and explores the position and development of urban design in the background of urban planning system reform in China. The paper discusses the movement in the field of urban planning, especially the request for and the wide practice of informal planning, analyzes the common system environment and social reform background shared by urban planning and urban design, and attempts to put forward the overall trend and possible ways for urban planning system reform. On the basis of the above, this paper repositions urban design and puts forward the requirements for the development of urban design from the perspective of practice and research.Modern urban design has played a significant role in the cause of urban planning and construction in China; however, there have also been lots of problems and confusions in the practice and theoretical research. It can be a solution to give up the narrow understanding of urban design and to review it in the background of urban planning system reform and even social development, rather than"discussing urban design as it is". Currently, the reform in the field of urban planning in China is mainly characterized by the from-top-to-bottom reform and experiment of the local governments. The wide practice of informal planning which basically includes strategy planning and action plan has profound reasons as well as reform requests. The national government has also responded to the reform by strengthening the immediate plan from top to bottom. Influenced by both the basic resource allocation of the market and the macro control of the government on economy, urban planning and urban design are closely connected to the other urban systems."The urban planning system reform in China is an important part of the public administration reform as well as a part of the political system reform."Based on the above statement, this paper summarizes the overall trend of urban planning system reform and puts forward some detailed suggestions for the reform:(1) The open and adaptive urban planning system which includes the informal planning should be established.(2) The innovation function of informal planning system which includes strategy planning, action plan and urban design should be understood correctly, and the informal planning should be used as a breakthrough to push forward the urban planning system reform.(3) The position of"informal"of urban design not only is a system reality, but also helps to preserve its vitality and creativity and enables it to exist interdependently with the other urban planning types.(4) In the urban design practice, the comprehensive problems should be solved by"technique synthesis"and the"action research"should be conducted so as to push forward the theory development.
