Urban earthquake disaster reduction work is very important for the national economic development and social stability. The building of the earthquake disaster reduction information management and decision support system (EDRS) is the emergent problem needed to be solved for the scientific management of earthquake disaster reduction reference in order to effectively deal with the paroxysmal earthquake, fleetly evaluate disaster and rapidly organize succor. The Geographic Information System(GIS) is a perfect technology for the development of EDRS. And the GIS based EDRSs have been established in some cities. But these EDRSs based on traditional GIS technology are difficult to realize spatial data sharing and corporation work. And only can some professional users know how to use the systems. So the usable value of the systems is hugely reduced. WebGIS technology provides a new means for the development of EDRS and becomes the new motivity and research hotspot for advancing the progress of EDRS.Aiming at the disadvantage existing in the old EDRS, we carry through the research of building earthquake disaster reduction information management and intelligent decision support system based on WebGIS and artificial intelligent technology. The main research content and achievement include:(1) Research the realization technology of WebGIS, and analyze the internal and external different WebGIS products. Based on this, the three-layer B/S architecture of the earthquake disaster reduction WebGIS is designed.(2) Research the modeling of spatial data. Based on the analysis of urban earthquake disaster reduction spatial data, the GML based earthquake disaster reduction spatial data model is built. According to this model, the database tables are designed and the urban earthquake disaster reduction spatial database based on Oracle spatial is founded. Uniform operation and management is realized through the program developed using Java class library provided by Oracle Corp. It is easy for the mutual operation of the heterogeneous spatial data to be carried out. The XSL file is compiled to transform the GML document into SVG document for map issuing. And so the spatial data visualization is accomplished.(3) Research the Agent technology and build the Agent based earthquake disasterreduction IDSS------EDRIDSS. The EDRIDSS is founded on the distributed structure.According to the need of decision making, five different kinds of Agents, including interface Agent, information Agent, processing Agent, model Agent and database Agent, are designed to fulfill decision-making task.
