A Study On The Government’s Responsibility In The Combination Of Medical Care And Old-age Care In Yinchuan

China has suffered the aging problem for many years that a growing number of old people may lead to many other problems,which caught much attention from the society.Given that traditional services for the aged cannot meet diverse needs of that for the old.The combination of medical care and old-age care services is to change the traditional way of taking care of life as the main old-age care service.It integrates medical services with old-age care services to provide elderly people with a series of Professional and continuous elderly care services can meet the dual needs of elderly care and medical treatment.so it is of much importance to advance new mode of the combination of medical treatment and endowment at the present stage.It is the duty of government to provide good services to improve the combination of medical treatment and endowment because this service has the attribute of public goods.However,when practicing and improving the service,the government still has many problems about performing duties to get over.Through the literature analysis method,case analysis method and survey interview method,and analyzed six typical cases in Yinchuan to make it clear what problems the government may face when performing duties.Based on the research,many problems have been figured out and suggestions for government to do better in providing good services to improve the combination of medical treatment and endowment were raised.This article is mainly based on the theory of welfare pluralism,the theory of service-oriented government and the throry of public goods,emphasizing that quasi-public goods,medical care and elderly care services should be led by the government,and social forces such as markets,social organizations,and families should participate in medical care.Combined with the development of elderly care services,it can provide more convenient and quality services for the elderly.Through combing the relevant policies of Yinchuan City’s integrated medical and nursing care and survey interviews with Yinchuan City’s integrated medical and nursing care institutions,the current development status of Yinchuan’s integrated medical and nursing care services and the government’s policy guidance in the development of integrated medical and nursing care services,System security,financial support,resource integration and supervision and management responsibilities.In the course of investigation,it was found that the Yinchuan Municipal Government has a positive influence on the development of integratedmedical and nursing care services.However,in the process of performing their duties,there are still problems such as inadequate medical and nursing service related systems,insufficient financial support,insufficient integration of resources,and lack of a complete monitoring and evaluation system.Based on the problems,it puts forward suggestions such as improving relevant laws and regulations on the integration of medical care and elderly care services,guiding social forces to participate in medical care services,accelerating the integration of medical care and elderly care resources,and establishing a sound monitoring and evaluation system.The pilot work of breeding provides a certain theoretical basis and suggestions for reference.
