The Research On The Role Of Government From Medical And Elderly Care Combination Service

In recent years,the aging of China’s population is a serious problem,which makes the elderly service facing a major challenge.The problem of population aging is characterized by "three multitudes",that is,there are many elderly people,many disabled people and many empty-nesters,increasing the pressure on society and families to provide for the aged.The current "421" family structure requires two young people to bear the medical and pension costs of four old people.More and more old people live separately from their children.Some even live across cities and provinces,making it difficult to take full care of the elderly.If there is a chronic disease,vulnerable to disease,disabled elderly in the family,the need for treatment,care,rehabilitation and other elderly care services is greater.It is necessary for the trend to establish a service model combining medical care with old-age care,reasonably and effectively integrate "medical" and "nursing" resources,and provide the elderly with "sick treatment and disease-free old-age care" services,so as to solve a series of social problems caused by the aging population.Under the dual role of state policy support and market demand,various localities have actively explored and formed a variety of institution-based medical and nursing combination models.But at the same time,due to the unclear role of the government and the imperfect government supervision system,the development of institutions is chaotic,causing market chaos and hindering the development of institutions.Based on Jiangmen as an example,this paper draw lessons from the welfare pluralism theory and public governance theory,based on the endowment services and basic medical service of the public goods attribute,using literature research,comparative analysis method,interview method,questionnaire investigation and case analysis methods,such as development of Jiangmen government raised the medical combination of measures,the existence question analysis is discussed.The combination Jiangmen to medical raise pension services have diversified development way,the access mechanism of a combined with institutions have also been relatively comprehensive,daily supervision to the content of standardization,but there are still unclear orientation of thegovernment’s responsibilities,resource integration does not reach the designated position,unclear development planning,policy implementation does not reach the designated position,imperfect supervision content and approach of traditional single,lack of assessment reward mechanism.This paper discusses the causes of the existing problems and puts forward the countermeasures to improve the role of the government in the development of the medical care combined with the elderly care service in Jiangmen,providing certain reference for the medical care combined with the elderly care service in Jiangmen.
