Research On The Situation Of Supply And Demand And Optimization Strategy For The Combination Of Medical Treatment And Endowment In Elderly Care Service

In recent years,the aging of population have been accelerating in China.According to statistics of China National Committee on Ageing,the proportion of “empty-nest families” in large and medium-sized cities of China will reach 70% in the near future.“Guaranteed support and medical care in the old age” has become a common hope of all the Chinese people.Most of the old-age services provided by the traditional family support and pension organization only cover the basic living services such as clothing,food,housing,and transportation.The product and service form they provide lack diversity,and the service quality is not always up to standard.In addition,they don't cover the specialized medical service which is an essential part of old-age care.In contrast with the increasingly severe aging situation,China's elderly care service is at its initial stage and the development of “combination of medical treatment and endowment” is still at the experimental stage.The facilities for the elders and the medical service facilities in China are insufficient,unbalanced,and unable to meet the actual needs of the elderly population.There is an urgent need to further establish and improve the old-age service system,enhance the “combination of medical treatment and endowment”,and overcome the difficulties in the provision of medical service and support to the elders.This paper has chosen Q district of Nanchang City for a case study.Through questionnaire surveys,interviews,and other methods,the author conducted in-depth interviews with the elderly,civil affairs workers,community workers,person in charge of nursing institution,and elderly care personnel in the district,to investigate and analyze the current status and demand of the elderly population,the existing model of old-age care service,and the development of “combination of medical treatment and endowment”.Through this research,the author identified problems including unclear division of accountability within government departments,flaws in the supporting policies and mechanisms,rigid medical insurance system,and insufficient supply of professional talent.The author studied the reasons behind these problems and reviewed the experiences and lessons as well as merits and shortcomings in the development of “combination of medical treatment with endowment” in Q district.In combination with relevant theories of administrative decision-making,community conflict,and community care,the author proposed optimization strategy for the development of “combination of medical treatment with endowment” in Q district.Through the previous research and in combination with the actual conditions of Q district,the author proposed the following four suggestions: First,improve the medical insurance system,scrap the red tapes,and cut pension costs and other social costs.Second,enhance coordination between departments,realize department synergy,and build scientific and effective work mechanism.Third,strengthen the cultivation of talent and provide personnel with higher competence for the elderly care industry.Fourth,engage all sectors of the society to the elderly care service and let each of them play to their strength,so as to create a development landscape with muti-party participation and synergy.
