Research On The Model Of “Medical Treatment And Endowment Combination”in Institutional Pension Service In Qingdao

With the rapid development of the aging population in China,the number of elderly population and mentally disabled elderly population sharply increased.The elderly as a special group,due to the decline of physical function,greatly increase the demand for medical services.The traditional medical have been unable to meet the needs of the elderly.Therefore,model of “medical treatment and endowment combination” in institutional pension service has become the trend.Qingdao entered the aging stage 12 years earlier than the whole country,and as the first batch of state-level pilot units of medical treatment and endowment combination,it also faced difficulties and challenges in the process of exploring the model of “medical treatment and endowment combination” in institutional pension service.Based on Maslow-Need-hierarchy theory and welfare pluralism theory,this paper studies the model of “medical treatment and endowment combination” in institutional pension service in Qingdao.The first part is the introduction,which explains the background and significance,and the research status at home and abroad.The second part defines the concept and theoretical research foundation of this paper.The third part is the model of “medical treatment and endowment combination” in institutional pension service of empirical investigation.This part analyzes the support situation,basic implementation situation and institutional setting requirements.And select with three modes of “providing medical care with nursing care”,“providing nursing care with medical care” and“contracting medical care with nursing care” in Qingdao to investigation and analysis.The fourth part analyzes the types and characteristics of model of “medical treatment and endowment combination” in institutional pension service in Qingdao.And the satisfaction survey was conducted by combining quantitative analysis and interview analysis.Through the above analysis,the advantages and disadvantages of the three models are compared.The fifth part,based on the above research,respectively summarizes the main development difficulties of the three types of “medical treatment and endowment combination” in institutional pension service in Qingdao.In the “providing medical care with nursing care” institutions high fees are charged,and there is a lack of motivation for the transformation,and the number of elderly service personnel is in short supply.There is a lack of motivation for the “providing nursing care with medical care” institutions,and thequality of elderly service personnel is low.And the “contracting medical care with nursing care” institutions lack correct publicity and guidance,At the same time,social support and participation were low.Therefore,in the sixth part puts forward reasonable suggestions,defining the government,market and social organizations in the three model of “medical treatment and endowment combination” in institutional pension service on the main function.At the top level design,on the basis of open market space,mobilize social organizations to participate,strive to build a set of perfect model of “medical treatment and endowment combination” in institutional pension service.
