With the rapid development of China's economy,we are rapidly entering an aging society.By the end of 2018,the number of people over 60 years old in China had reached 249 million,accounting for 17.9 percent of the total population.It is estimated that by 2050,the elderly population in China will reach 480 million,and the elderly population will account for about 35% of the total population of China.By then,30,000 people will join the elderly population every day.In stark contrast to the growing number of the elderly population,there are currently less than 1 million elderly nursing workers in China's pension institutions,less than 10% of whom have the qualification and professional skills.At the same time,the advent of the aging society has also spawned the medical and nursing industry,but the huge pension industry market is faced with a serious lack of professional talents with professional skills and stable jobs.Based on the above reasons,Nursing Talents Training Project for the Elderly,which was jointly promoted by China Friendship and Cooperation Service Center,Germany-China Welfare Association and Baden-Wutenberg State Equal Welfare Association,was born in October 2013.The specific implementation content of the project is Sino-German Nursing Talents Exchange Project.Sichuan S College has become one of the first universities to implement the project in China.In the process of project development,in order to ensure the overall quality of the project and eventually provide high-quality nursing personnel for the medical and nursing industry,project quality management is very important,and also the key to the success of the project.This paper is based on the concepts and theories of project management and project quality management.The quality management of Sino-German nursing talent exchange project was studied in detail.Firstly,it introduces the implementation and quality problems of Sino-German nursing talent exchange project.Secondly,it deeply analyses the main causes of quality management problems of Sino-German nursing talent exchange project from the aspects of students,teachers,teaching,propaganda,organization and so on through relevant data and interviews.Aiming at the problems and reasons of quality management in Sino-German nursing talent exchange project,according to the core process of project quality management,combined with the principle of total quality management(TQM)and PDCA cycle,the quality of students,teachers,teaching,propaganda and organization was improved,and the overall quality of Sino-German nursing talent exchange project was finally improved.At the end of this paper,through the establishment of project quality evaluation index system that meets the actual requirements of this project,the weight of each evaluation index is determined by analytic hierarchy process,and the quality management of Sino-German nursing talent exchange project is evaluated by expert scoring method.According to the comparison between the first and second phases of the project and the third phases of the overall situation,through the comprehensive quality improvement of the project,the quality of the project is improved.The overall quality of the project has been greatly improved,and good results have been achieved from the project itself to the social response.This shows that the quality management of Sino-German nursing talent exchange project has achieved positive results.
