At present, the reformation for the system of medical treatment in China lags behind the great growth of economy. The disparity between the need and supply for services of medical treatment is more and more huge. In addition, the amount of the investment from government is so small that many public hospitals have to pursue income goal for their development. In the base of these background, it has great theoretical and practical meaning to analyze how to promote medical performance in order to meet the demand for medical treatment.Purpose:builds up a set of indicators, and studies how to use the method of Balanced Score Card (BSC) to performance evaluation of radiology section office for domestic public hospital.Material and methods:The whole thought of the dissertation can be expressed as follows. First reviews the domestic and foreign correlation literature, then choices relative value units (RVUs) as the main performance target, and carries on the post analysis and the inspection research. Investigates 15 public hospital in Beijing and obtains basic situation of the radiology doctor in 2010, the survey content including the hospital bed, whether the teaching hospital, whether there is the medicine phantom transmission and memory system (PACS), the year paper does publish the number, the Plain film, CT and MR work load total and is engaged in the above work doctor population; then calculates that the amount of workload per radiology doctor each year is 6,910 and research papers is 0.75. Integrating the American RVUs data conversion into the survey data of our public hospitals in our country, the hypothesis work load relative value conversion scale, namely: Plain film/CT/MR=0,3/1,5/2, 0.obtains the yearly average RVUs quantity is 5,435 of each full-time employment radiology doctor in 2010; Analyzes Coal General Hospital radiology full-time employment radiology doctors the post establishment and the above target completes the situation in 2010, and the amount of workload is 6,965, the quantity of research papers is 0.8, so the RVUs is 4975 per radiology doctor. each target completes the situation to approach the Beijing average level (RVUs slightly low).In the base of post analysis, the stratagem target of radiology section office of Coal General Hospital is high-class in our country. In order to realize the stratagem target, try to use BSC method and a set of statistical indicators to promote the performance, and attempt to form a flow of performance assessment with good maneuverability. BSC include four dimensionalities:the financial norm, the customer service, internal work flow, the staff studies and grows. Yearly assessment card includes 10 key indicator, and the weight distinguishes is 40%,20%,20%,20%; monthly assessment card includes 7 key indicator, and the weight distinguishes is 40%,20%,30%,10%.This dissertation attempts to innovate in the following aspects. (1) This dissertation trys to use BSC method and a set of statistical indicators to promote the performance. (2) This dissertation attempts to form a flow of performance assessment with good maneuverability. (3) This dissertation choices relative value units (RVUs) as the main performance target.
