| Objective To establish a set of comprehensive performance evaluation index system that is objective,entire,and adapts to the development of military hospital clinical nursing units,and apply more scientific,more personalized and meticulous evaluation indicators to the nursing performance management in military hospital,so as to evaluate the performance of different nursing units objectively,maximize the enthusiasm and initiative of nurses to mobilize the work,which achieve the continuous improvement of the quality of nursing care and promotion of nursing work efficiency.Ultimately to promote transformational development of military hospital.Methods Accroding to a large number of literature domestic and foreign and policy documents,the core concepts were analyzed.Semi-structured intensive personal interview were conducted with eleven senior nursing administrators from three military third class hospitals in Beijing by the purpose sampling method,the data of which was analyzed with Colaizzi 7 step method.The nursing performance evaluation index system of military hospital framework was preliminary constructed and the connotation of the first and second level indicators were defined.Combined the previous results with the group discussion to determine the expert advice sheet of the first round.Totally 19 experts from hospital management,nursing management and health statistics of 13 different management levels and workplaces in 6 military cities were consulted using Delphi method for two-round consultation letter.The consultation results were analyzed integrately by researchers and the reasonable comprehensive evaluation indicators of military hospital nursing units were revised.Combined the screening criteria with experts' written suggestion and group discussion,the evaluation index system wasscreened,and the judgment matrix was constructed according to the Analytic Hierarchy Process.The weights of indexes were calculated by yaahp10.1 software was used to calculate the coordination coefficient of expert opinion and the degree of coordination test.Results Firstly,based on literature reading and qualitative interviews,we got the framework of nursing performance evaluation index system about military hospital and gave the definition of the primary and secondary indicators.Secondly,we constructed a nursing performance evaluation index system of military hospital composed of 3first-level dimensions,13 second-level indexes and 60 third-level items after two round of Delphi.In this study,the experts' authority coefficient,judgment coefficient and familiarity coefficient were 0.911,0.958,0.863,respectively.The coordination coefficients of the first-level,second-level and third-level were 0.517,0.490 and 0.459.The range of variation coefficient was 0~0.113.All of these had statistical significance.Secondly,we adopted the Analytic Hierarchy Process to construct the judgment matrix and determining the weights of performance evaluation index.The CR of the target layer is0.009 and the CR of the schematic layer range from 0.000 to 0.099.It indicated that the performance evaluation index system had a strong operational and practical through the practice in a military hospital.Conclusions The nursing performance evaluation indicator system in military hospitals based on Delphi method is scientific and reliable,which can provide references for nursing performance in clinical units and make significant contributions to nursing performance management in military hospitals.In addition it can further enrich and develop the theory of nursing management.However,due to the limitation of time and energy,the empirical research havn't been carried out,and the indicators need to be continuously improved in the follow-up practice. |
