Objective:Combining with the appraisal situation of the three-level hospital administrative department performance evaluation,establish the evaluation index system of three-level hospital administrative department in order to provide a reference for the performance evaluation of other three-level hospital administrative department.Methods:(1)Through the literature research, we get the index database of three-level hospital administrative department performance evaluation.(2)Using the expert interview method, combining with the actual situation in the hospital,screening the index preliminarily,and forming the evaluation index system of three-level hospital administrative department initially.(3)Using the Delphi method consult twenty experts for two rounds of the questionnaire survey,releasing and recalling the questionnaires face to face,and asking the experts marking the indexs according to the importance of each index,and investigating experts’familiarity degree and judgment basis of the survey content.After each round,the arithmetic average, full mark rate and coefficient of variation of each index are calculated.The positive coefficient,the authority coefficient and the coordination coefficient are also counted.And boundary value method is used to screen the indexes.(4)Applying the analytic hierarchy process(AHP) to determine the index weight coefficient of index system,and asking ten experts who have higher authority coefficient among the Delphi method to mark each index in every level of the index system according to the nine scale division method.Calculating the hierarchical single ranking results and the consistency checking results,and counting the hierarchical total ranking results furtherly.Determining the weight coefficient of each index in every level of the evaluation index system of three-level hospital administrative department.(5)This research intends to select content validity to evaluate the validity and the correctness of the index system.Excel2010 and SPSS18.0 are used for statistical analysis.Results:(1)Results showed that in the two rounds of the Delphi method survey,experts positive coefficient were 100%.The Kendall harmonious coefficient of the overall were 0.199(P value less than 0.05) and 0.417(P value less than 0.05) respectively.And the authority coefficient of the two rounds were 0.841 (not less than 0.70).These meaned experts were highly positive and very interested in this research.And the authority of experts was better,and acceptable reliability of the evaluation made by experts was higher,the research results were reliable. (2)The evaluation index system of three-level hospital administrative department established through the Delphi method was a clear hierarchy with 3 levels,4 first-level indicators,14 secondary indicators.Among them,the three aspects as follows:stakeholder level,the realization and safeguard measures level.Stakeholder level had two first-level indexes:evaluation of the administrative department made by the leadership of the competent authority,administrative departments’ satisfaction marked by clinical departments and medical technical sections.Both of the two indicators consisted of three secondary indexes.The realization level had one first-level index named work quality and efficiency.The indicator named work quality and efficiency made up of five secondary indexes.Safeguard measures level had one first-level indicator named the construction of learning organization.And there are three secondary indexes under it.(3)The hierarchical single ranking results showed that the weight coefficient of the indicator named evaluation of the administrative department made by the leadership of the competent authority was 0.331,the indicator named administrative departments’ satisfaction marked by clinical departments was 0.236,the index named work quality and efficiency was 0.313,and the index named the construction of learning organization was 0.120.Among the second indexes of the first-level indicators named evaluation of the administrative department made by the leadership of the competent authority, the weight coefficient of the global consciousness was the largest,which was 0.426. Among the second indexes of the first-level indicators named administrative departments’satisfaction marked by clinical departments, the weight coefficient of the service quality was the largest,which was 0.423. Among the second indexes of the first-level indicators named work quality and efficiency, the weight coefficient of accomplishment production of key work tasks was the largest,which was 0.327. Among the second indexes of the first-level indicators named construction of learning organization, the weight coefficient of the subject bidding situation of related work was the largest,which was 0.460.The hierarchical total ranking results showed that among all the second indexes,the weight coefficient of global consciousness, innovation spirit, accomplishment production of key work tasks and service quality were larger than others,which were 0.141,0.107,0.102 and 0.101 respectively.The consistency check of hierarchical single sorting result showed that all the judgment matrix consistency test results were less than 0.10, and the consistency of judgment matrix was satisfied.(4)The results of validity check on this index system showed that the index system had good accuracy.Conclusion:The evaluation index system of three-level hospital administrative department which established in this study was scientific and feasible. And this index system had qualified validity.This study could provide a reference for the establishment of administrative department evaluation index system of other hospitals.
